Since the early years of policing, police main focus was on crime control and order maintenance. The need for change in policing was driven by race riots and public disturbances in late 1960s. Community-Oriented Policing and Problem-Oriented Policing are the two main strategies in combating the crime and the need for the enhancement in a citizen-police relationship.
Community-Oriented Policing aims to improve the cooperation between the police and local residents, so that the two work closely together to identify and resolve community crime issues. The Community-Oriented Policing (COP) program emphasizes the involvement of police officers in matters of reasoning what causes the crime and how to solve the problem rather that on responding to emergency calls or apprehending criminals. This type of strategy places a greater emphasis on constantly analyzing the problems of a specific community, effectively solving the issue and determining the impact of the efforts. What is more, POP focused on hot crime spots rather than on the means of policing. Thus, police use SARA model (Scanning, Analysis, Response, and Assessment. Scanning involves officers to identify possible problems and address the problem to the members of the community. Analysis engages in finding the problem’s cause. Response includes a development of a strategy accurate to the data collected in the analysis stage. Assessment is the evaluation of the effectiveness of the response) in problem-solving policing. In short, at the heart of POP is the concentration on solving the crime and social disorder through increasing the quality of life for all members of the community.
