The Oakland Police Department has to communicate with the external publics on a regular basis. The police department always has to address the publics because of the departments direct relationship with the community. This paper will give an opinion to whether the Oakland Police Department communicates effectively with its external publics. This paper will also cite the tools used by the department to communicate.
The City of Oakland has just had a crisis on its hands when four police officers were killed in the line of duty. “A crisis is a situation that has reached a critical phase for which dramatic and extraordinary intervention is necessary to avoid or repair major damage.”9( Seitel, 2007, p. ) This crisis has and still requires a response from the Oakland Police Department. When the Department is involved in a major incident the department usually provide a statement of the facts concerning the situation live on T.V. The Oakland Police Department responded by opening for city hall for people come and grieve for the fallen officers. The Police Department also blocked off the streets where the incident took place so the Mayor and other members of the community could come and voice the issue. Memorial funds were started for the fallen officers. The Oracle Arena was opened for a memorial service. So many people showed up the Coliseum was open to the overflow.
The beating of Rodney King from the Los Angeles Police Department on March 3, 1991 and the Los Angeles riots resulting from the verdict of the police officers on April 29 through May 5, 1992 are events that will never be forgotten. They both evolve around one incident, but there are two sides of ethical deviance: the LAPD and the citizens involved in the L.A. riots. The incident on March 3, 1991 is an event, which the public across the nation has never witnessed. If it weren’t for the random videotaping of the beating that night, society would never know what truly happened to Rodney King. What was even more disturbing is the mentality the LAPD displayed to the public and the details of how this mentality of policing led up to this particular incident. This type of ethical deviance is something the public has not seen since the civil rights era. Little did Chief Gates, the Chief of the Los Angeles Police Department, and the LAPD know what the consequences of their actions would lead to. Moving forward in time to the verdict of those police officers being acquitted of the charges, the public sentiment spiraled into an outrage. The disbelief and shock of the citizens of Los Angeles sparked a mammoth rioting that lasted for six days. The riots led to 53 deaths and the destruction of many building. This is a true but disturbing story uncovering the ethical deviance from the LAPD and the L.A. riots. The two perspectives are from the Rodney King incident are the LAPD and the L.A. riots.
When the riots from the Michael Brown and Freddie Gray surfaced, police officers and law enforcement all had to adjust to the changes in their towns. People took off of work and school to protest about the killing of unarmed black men. They protested at the courts and in front of police stations. Normally during the middle of the day people would be at work but instead they were posted in front of government buildings letting the world know about their problem. Police officers schedules also changed when this happened. Instead of the officers usual deployment that may have consisted of patrolling or office work, many of the officers were standing outside and creating a barrier between the buildings and the protestors. In Baltimore, people broke into stores, set buildings on fine and destroyed a lot of property to get their point across to the Baltimore Police Department. Chaos theory states that things are constantly changing and that some of the things that happen and some things can be controlled while others can’t. In the Criminal Justice System in America, there are several different organizations that are in existence; all are different, these organizations do not have the exact same goals, and with all of these differing organizations there is a slight divergence in structure where some may be mechanistically based (bureaucratic/hierarchical) or organically based (professional/horizontal), size – some may be bigger or smaller, and so on and so forth. Politicians must concern themselves to minimize these casualties. The community claims that the used too much force. The politician may also cut the budget of police-militarization and use the budget on more proficient way. Budgets and funds must not concentrate on arming the police, but on how the police reduce the risk of both civilian and the
(Swanson, Territo and Taylor, p. 2). However, in recent years some major changes have occurred in a shorter time period. Innovations in law enforcement During the past two decades, I have observed major changes in the viewpoint of society towards police officer's as the symbol of trust and dignity, the technological advances of communication and information systems in law enforcement, and the revision of selection and hiring practices for police officers. Organizational change occurs both as a result of internal and external agents (Swanson, Territo and Taylor, p. 664).

I never knew how much they used technology. Not only computers, but other things as well. Throughout one’s shift, the officer communicates on his radio frequently. This radio can broadcast all around the county to other police officers and stations. That is the way that the word about a crime gets spread. If an officer is down, he or she can just talk into their radio and help will come as soon as possible.

Police organizations are just one of the large bureaucratic structures in modern America and exist because like all others, it is an impersonal, quick and efficient way to run a large institution. Along with the few benefits of police agencies having a top down structure with rigid rules, there are also many costs including poor communication and poor community relations. The problems of the bureaucratic structure are not the only difficulties agencies have faced throughout history, many of these historical complications such as the quality of officers and corruption have been addressed and dealt with numerous times and in many police commissions. Though historical issues are very relevant, the most important issue facing large, modern police bureaucracies is leadership and supervision and can be addressed in a number of ways. In order to improve police morale, job satisfaction, and a better public image leadership and supervision is in need of some serious refinements.

The missions statement of police agencies usually highlight with pride the maintenance, promotion, and protection of peace, order, safety, and justified law enforcement in communities and the entire nation. Police officers are agents meant to bust crimes and get the bad guys. The police agency that the public use to lean on as the legitimate authority figure to come to the rescue however has created conflicting public perception. The misconduct of some police officers that include abuse of power and corruption tainted the good reputation of the agency overtime. The public trust on the agency has been broken and that has caused some members of the society to distrust and have doubts to service motives of police officers. The growing distrust to the police agencies is a common issue shared by countries worldwide. Police corruption is a costly international malady that also infected the police agencies in America.
TC or transactional communication has four key factors, simultaneous communication, multidimensional communication, time factor, and the noise factor. In the following essay, I will look at what the key factors are and give some examples of how they work in my life.
