It is assumed that the best way to gain control over the bureaucracy is to have the capability of appointing one’s own faithful to positions that influence or control public policy (Peters & Pierre, 2004). The President of the Philippines has the power to appoint his Cabinet Secretaries and the Heads of different national agencies to be able to control policies and its implementation. A Career Executive Service Officer, despite his credentials and experience may not be appointed as Head of a department or agency, not unless he/she is a political ally of the President of the Republic. The former president, Gloria Macapagal Arroyo, is facing an electoral sabotage case, graft case and plunder cases, along with his former allies in the administration. Secondly, politicization of civil service may positively influence public administration in the Philippines in terms of having a more committed bureaucracy. A greater political commitment may boost the public service in a way that may not be possible with a more neutral public administration (Peters & Pierre, 2004).
