n summary, on 09/15/16 at 2220 hours Ofc. Ramos #260, Trapani #263, and I were dispatched to 1620 S Cicero Ave. in regards to an in progress domestic. The female and male who were involved in the domestic were located at 4800 BLK of 18th St. I made contact with the caller who was identified as White, Matthew Jacob DOB 10/19/90. Jacob related observed a male and female arguing in front of 1620 S Cicero Ave. The male and female were identified as Rangel, Jose O. DOB 07/20/88 and Blancarte, Elizabeth DOB 12/24/94. Jacob further related he observed Jose preventing Elizabeth from walking away from him. Jacob related that Jose would hold Elizabeth arm, so she was unable to walk away.
