On 7-25-2016 at about 1700 hrs I was dispatched to the Applebees at 1441 D ST NE to assist Officer Vojir with a theft in progress. Enroute dispatch advised that a witness had called 911 to report that he had witnessed an unknown male steal a yellow bag from a vehicle. Further, the suspect was last seen leaving the area, toward Fred Meyer, in a black sedan with no plates.

As I was area checking for the vehicle, Officer Minkler advised that she had located the vehicle and had stopped it in the Fred Meyer parking lot. I arrived at that location and approached the passenger side of the vehicle. I observed through the back window that there was a yellow and black Dewalt work bag, which appeared to match the item which was stolen from the vehicle. …show more content…

I asked him to step out of the vehicle, which he did, and then I placed him in to handcuffs, per my training. I then advised the male of his Miranda Rights, which I read from a pre printed card. The male stated that he understood his rights and stated he would speak with police. I also advised the male the conversation was being audio and video recorded. The male stated and later provided WA ID stating that he was Matt Barkey. I asked Matt about the bag and were it was from. Matt stated that he had stolen from a vehicle at the Lowes. Matt stated that the bag only contained gloves.

Officer Minkler advised that the driver, Daryl Dennis, reported that he did not steal the bag and that he would retrieve the bag from the vehicle, which he later did.

Officer Vojir advised that he had the witness with him and that he was going to conduct a show up to further identify the suspect. The show up was completed and
Matt was identified by the witness as the suspect who stole the bag from the vehicle. I then advised Matt that he was under arrest for theft 3rd Degree. Daryl retrieved the stolen bag from the vehicle and also gave Officer Minkler a backpack, which Daryl and Matt stated belonged to Matt. The backpack was
