America is known for its domestic and foreign security, but the attacks on the twin towers and the pentagon left the United States with no option other than to increase defense and protection. Many people believe the recent increase in surveillance is invasive and goes against the people’s Fourth Amendment rights, but taking extra precautions regarding US citizens has greatly benefitted their protection. The USA patriot act, a result of the attacks on American soil, has helped defend against ongoing and future terrorist attacks. HSPD-5 is shortened for Homeland Security Presidential Directive 5. This directive states that the United States should be able to operate under a singular national incident management system. Its’ objectives ensure “… that all levels of government have the capability to work effeciently and effectively together…coordination with private and non-governmental sectors for adequete planning, equipment, training, and exercise activitites and to promote partnerships…the gathering of appropriate information and providing it to the public, the private sector, State and local authorities, Federal departments and agencies…” ( Weekly Compilation of Presidential Documents, 2003).
After 9/11 there was a great increase in security nationwide. One major example of this is the number of agencies created as a result of 9/11. Among these agencies include the creation of the TSA (Transportation Security Administration), the DHS (The Department of Homeland Security), the ICE (Immigration and Customs Enforcement), and lastly the massive advancement of the US Coast Guard. Every one of the budgets of these agencies has doubled since 9/11. The creation of the transportation and security administrations primary goal is to improve the safety of all American Citizens traveling by plane. The TSA started implementing, new policies and new technological advancements.
Since the terrorist attacks at Sept. 11, 2001, the surveillance issue often has turned away the table in the debate of individual privacy or counterterrorism. By passing the Patriot Act, Congress gave President Bush an immense law enforcement authority to boost U.S's counterterrorism, and the President used his enlarged powers to forward specific programs in order to reduce the threat of terrorism and defend the country’s safety.
In 2001, the United States fell victim to a multitude of tragedies. The most unforgettable, of course, being the terrorist attack on September 11th. Following the threat, Congress knew something had to be done to strengthen security controls. On October 23, 2001, Jim Sensenbrenner, a Republican Representative, introduced provisions to a previously sponsored House bill. By the next day, the act passed in the House with a vote ratio of three hundred and fifty-seven to sixty-six. The following day, the Senate took a vote on the bill, passing it by ninety-eight to one. Finally, on October 26, 2001, the USA Patriot Act was signed into law. The bill was intended to strengthen federal anti-terrorism investigations. But is the USA Patriot Act working to the full potential that it was originally intended? This is something that we are now going to explore. We will look deeper into, not only what the bill is, but also it’s journey to getting to the final draft and how it got passed. We will also explore the proponents and opponents of the act, and what they have to say about it. Finally, I will shed some light on who exactly is being effected now that this act is in place, and if they have been given a little too much power.

Since September 11, 2001 many people can say that America has changed. Many people question if America has changed for the better or has it just gotten worse. Since the day those four planes crashed around the United States people’s lives have been changed. Many may not realize how their lives have changed, but with new laws passed life is different within America. The United States Patriot Act is one of the laws passed after 9/11: singed into order on October 26, 2001 just 45 days after the attack. The United States Patriot Act was put in place in order to protect Americans, yet has been affecting American’s civil liberties and caused controversy all over the United States.

On this day, I remember, after my fifth grade teacher received the news of the attacks, she turned on the television. At this age I could not come to grips of why this was happening. It was signed into law by then President George W. Bush in November 2002. It created both the United States Department of Homeland Security and the cabinet-level position of Secretary of Homeland Security. The Act's first responsibility was to prevent terrorist attacks in the United States. Actions were needed after 9/11 occurred, from issuing a Commission Report to creating the Department of Homeland Security that specialized in terrorist attacks.

Until September 11, 2001 public security was not very hard to bypass. On this horrific day in history not only was the United States shaken, but also every country in the world surrounding it. Airport security had failed the nation and had hence led to the event, which is now known as the “9/11 terrorist attacks.” Four planes had been hijacked the morning of the attacks with the first plane hitting the North Tower of the World Trade Center. Next came the second plane into the South Tower. The third plane then hit the western face of the Pentagon. Finally, the fourth plane landed in a field in Pennsylvania, but it was originally targeted for the White House (Kean). As a result of this event, airport security around the world has been tightened. America was targeted in retaliation of America’s support to Israel throughout the Persian Gulf War. This group was also known as al Qaeda (“9/11 attacks”). By studying the causes and effects of 9/11 people can be more aware of their surrounding and feel much more safe.
On September 11, 2001, the United States was attacked by a group of Islamic terrorists who hijacked four airplanes and carried out three simultaneous suicide attacks against the Pentagon and the World Trade Center. As a result of the multiple crimes, the United States’ government increased national security and prioritized our nation 's’ defense, often at the expense of the people’s privacy, by enacting policies like the Patriot Act (What is the USA Patriot Web 2011). This left personal emails, text messages, internet history, and personal belongings exposed to the government. Although the government reduced the public’s rights to privacy, it is a necessary step to ensure national safety and security.
The need to defend nation from terrorist attacks is a daily struggle. We have improved our security in airports, public and government building, sporting events and venues were large crowds are present. We have put protective measures in our theaters, schools, and places of worship. It doesn’t seem to be enough to add security personnel, metal detectors and body scanners. Terrorists still find ways to get passed the toughest security measures in place and cause mass casualties and destruction worldwide.
