Causes of the Franco-Russian Alliance
During the late 19th century many countries sought an alliance with other countries to guarantee their own safety, preserve peace and sometimes to help their economic position. this is highlighted by alliances and treaties such as the "Dual Alliance" of 1879, the "Dreikaiserbund" of 1881 and the "Reinsurance Treaty" This was also the case for both France and Russia, with them agreeing the "Franco-Russian Military Convention" on August 18th 1892 and later agreeing the "Franco-Russian Alliance" in 1893. France and Russia were animated by a common desire to preserve peace. The only reason it was possible for France and Russia to form this alliance is because Germany allowed the Reinsurance treaty to become invalid. Both countries wanted different things from the alliance but there was one common reason between them, and that was to oppose Germany - although both countries had different incentives for this. France, Russia and Germany all contributed to the alliance being formed, either through their aims or what they did.
France aimed to get revenge on Germany for the Franco - Prussian war of 1970 - 1971 where France were disastrously defeated, Germany aimed to stay free from an invasion from France and keep Austria-Hungary happy as France and Austria- Hungary were on either side of German, and Russia wanted an ally so it could feel safe form Germany.
France made an alliance with Russia because it was against Germany. France wanted Revenge on Germany because of the humiliation of losing the Franco-Prussian war and the valuable land lost, like "Alsace - Lorraine". They wanted revenge and this widely known. France knew that "without Russia's help, the wrong done to France by Prussia in 1871, in the matter of Alsace-Lorraine could never be repaired", so it was important France allied with a relatively strong power. Karl Marx said "If Alsace - Lorraine is taken, then France will later make war with Germany in conjunction with France".
France needed an ally because she felt extremely vulnerable, this was mainly due to Bismarck and Germany. Bismarck had been successful in isolating France diplomatically over the previous decade, so she needed to catch up with the other major powers. France couldn't ally with Britain because Britain kept itself in "splendid isolation", so Russia was really the only real choice as they were the only other great power who was suspicious and disliked Germany.
France feared Germany, Germany had a preponderant military, so to counterbalance the German - British alliance, France agreed the Franco-Russian alliance.
In January of 2010, the United States Supreme Court, in the spirit of free speech absolutism, issued its landmark Citizens United v. The purpose of this paper is to provide a brief historical overview of campaign finance law in the United States, outline the Citizens United v. Federal Election Commission ruling, and to examine the post-Citizens United political landscape.
The American Nurses association defines delegation as, ‘The transfer of responsibility for the performance of a task from one individual to another while retaining accountability for the outcome’ (Saccomano, 2010, p. 523). When delegating to staff or members of your team, it is important that it is used appropriately and within the proper guidelines. It is common to see RNs delegating in the hospital setting to the LVN or nursing assistant, however, the RN must know the limitations and what is within their scope of practice. Unfortunately, even if the nurse uses these guidelines, conflict can still occur with other staff making the process more difficult. This essentially left Britain as the only power that had not picked a side and therefore the deciding point for the balance of conflict. If they choose the Franco-Russian alliance, then the delicate balance of power that had so long existed would remain. Lafore explains the reasons in which Britain may have wanted to join either alliance and finally gives the reason for joining the Franco-Russian alliance by saying that the effects of the Boer war and other events had led Britain into an uncertain alliance with the two countries (140). One of the vitals skill required by the Registered Nurse is the skill to assign tasks to subordinates (Saccomanos and Pinto-Zipp 2011). When tasks are delegated to subordinates, the RN remains accountable (Nursing and Midwifery Council 2008). On the other hand, an individual who has been given a task also bears responsibility for the task and is answerable to the RN. Hence, delegation involves “responsibility, accountability and authority” (Sullivan & Decker 2005, p. 144). This essay will examine the role of the registered nurse in relation to delegation. Areas that would be discussed includes definitions of delegation, benefits, types of delegaton, nursing process in relation to delegation, common mistakes of delegation, five rights of delegation and barriers to delegation. At the end, it would give a conclusion and also a statement of my learning.
The need for delegation in the nursing field is attributed to the fact that these professionals cannot perform every task for every patient. However, the delegation process is guided by some principles that help nurses to enhance the efficiency of their practice and avoid any legal implications. These principles include the fact that the process must always be in the best interest of the patient, ensuring the support employee must be adequately trained to carry out the task, and document written evidence of competence assessment. These principles are critical to the success and effectiveness of the delegation process.
To delegate duties to a unlicensed assistive personnel (UAP), raises concerns and challenges for a registered nurse (RN) in maintaining a safe, quality nursing care environment (Mueller & Vogelsmeier, 2013). This motivates the author (as a novice nurse in the near future) to choose the topic of “Responsibility Versus Accountability” in order to get acquainted with the application of an appropriate nursing delegation in the practice. This information will aid the author to be an effective advocate to her clients in her nursing service especially in a situation that the application of an appropriate delegation process will be required. Understanding the impacts of the concepts of responsibility and accountability in depth with relation to the delegation process, may help the author to be well-informed and facilitated enough to apply delegation in her nursing practice without any hesitation.
The National Council of State Boards in Nursing defines delegation as “transferring to a competent individual the authority to perform a selected nursing task in a selected situation” (National Council of State Boards of Nursing, Resources section, 4). When delegating, the registered nurse (RN) assigns nursing tasks to unlicensed assistive personnel (UAP) while still remaining accountable for the patient and the task that was assigned. Delegating is a management strategy that is used to provide more efficient care to patients. Authorizing other individuals to take on nursing responsibilities allows the nurse to complete other tasks that need tended to. However, delegation is done at the nurses’ discretion and is a personal choice. Nurses must make careful decisions regarding delegation, taking into account the skill and training of the UAP, the difficulty and risk of the task, and the patient’s condition. The expected outcomes, a time frame for completion, and any limitations should be explained to the UAP at the time that the task was delegated.
Alliances between European nations can also be considered an underlying cause of World War I. As a result of the Triple Alliance consisting of Germany, Austria-Hungary, and Italy, the Triple Entente (understanding) was formed between France, Britain, and Russia. Although France and Britain were natural enemies, their fear of Germany united them together with Russia. These alliances set the final stage for the beginning of World War I. Each country in each alliance would help each other during warfare. For example, if Germany attacked France, Britain and Russia would help France, and Italy and Austria would help Germany, dragging Europe into a state of chaos and violence.
The American system of education is considered to be one of the most progressive in the world. One of the surveys on attitudes toward teaching around the world found that the United States is unique in its strong emphasis on "good teaching." My experience at State College has helped me to understand better how this system works, and what methods and techniques American teachers use to motivate their students for creative and active learning. However, I can also see that this system doesn’t work perfectly in every classroom. Reading Ernest Boyer’s article “Creativity in the Classroom” helped me with my understanding of the main problem that nowadays exists with the American college education system. According to the author, the problem is that teachers and students don’t see each other as one team doing the same business; therefore, in most classrooms the process of learning becomes a boring procedure instead of being mind-blowing. Moreover, reading this article, I could analyze the reasons of this problem that the author identifies through my own experiences at State College.
The alliance system ideated by the German chancellor Otto von Bismarck kept peace in Europe but its main aim was, however, to forestall the possibility that, in the event of war, Germany would have to fight it on two fronts (basically France and Russia). This was achieved by diplomatically isolating France so that its dream of recapturing its lost provinces of Alsace-Lorraine couldn't be fulfilled. This was done by, firstly, the creation of the League of the Three Emperors or Dreikaiserbund. It was first projected as a meeting of the monarchs of Germany, Austria-Hungary and Russia in 1872 and confirmed the following year, the 22nd of October 1873. Here, the very general and formless agreement was given a more solid form by military agreements promising to help any country attacked by a fourth party. And all this even though that there was mutual rivalry between Russia and Austria-Hungary in the Balkans. This proved to be a concrete way to isolate France for as E. Eyck mentions, "the League ensured that neither Austria-Hungary nor Russia was available as an ally for France". At this point, Bismarck didn't consider Britain as a potential French ally as they had a long history of rivalry. Secondly, in 1887 the Reinsurance Treaty was signed with Russia in which it promised to support Russia's claims to the strait and to remain neutral in the event of war unless it attacked Austria-Hungary, the same with Russia, who promised to remain neutral unless it attacked France.

His writing is to inform the reader of the problem, the reasons why the language has become ugly, and the bad habits of writing. He used specific examples and goes on to give his solution to bring English writing and speaking back to a clear, concise, honest work.
As a nurse, the author will ensure that as a leader, she delegates information by providing a holistic perspective of the patient’s needs and diagnoses. This will help the UAP to understand the importance and urgency of the tasks delegated. The nurse will also work to obtain a trusting, open, and honest relationship with the UAP. If the UAP believes the nurse has the UAP, the patient, and facilities best intentions at heart, the UAP will be more likely to carry out the delegated tasks without adjournment. The nurse will make sure to be mindful of why the UAP may have performed a task in an untimely, or incorrect fashion, and take responsibility for the mistake. The nurse will then consult with the UAP and adjust how communication takes place, to ensure that tasks get carried out correctly, in a way the nurse means for the UAP to carry them out. Overall, if the nurse and UAP can foster a trusting relationship that allows for open dialogue, and willingness to change the patient will receive the most optimal care, and in turn have the most positive
The nursing profession has changed drastically over time. The roles and responsibilities that nurses take on have increased and become far more complicated. Nurses are managers, leaders, supervisors and have become experts in many areas of care. Every day nurses are faced with the task of improving and strengthening professional leadership within their work environment. Managing good quality and eliminating risk is the major challenge in health care. All members of the team must work together to accomplish outstanding patient care. Budget cuts and nursing shortage in all areas of health care leads to less licensed staff, where use of unlicensed personnel have been used widely, where delegation is not an option, but a necessity. Nurses must be aware of delegation guidelines, what tasks to delegate,when to delegate for the safety of patients, liability of nurses and the facility.
