As he climbed into his truck, he loaded his handgun and began to drive towards Pam’s sister’s house where he anticipated Pam to be located. As a child chased a soccer ball into the street in front of SSgt James’ truck, SSgt James was unable to stop in time resulting in a collision with the child. The child died upon impact.
