In 1995, the City of Carlsbad, California, an oceanfront community with approximately 75,000 people. The city was recovering from the worst recession in its history. The City Manager led the organization through a comprehensive strategic planning process. Several plans followed to make revisions to the information and performance management systems. Subsequently this major effort, the city manager assembled a small task force to design a new structure for the city. The result was a proposal to restructure the city into five major service areas (MSA’s), such as community development safety services, and public works. The mission and vision statement is “Our mission is to provide top-quality services to our citizens and customers in a manner that enhances the quality of life for all who live, work and play in Carlsbad.” (Cummings & Worley, 2015) A mission defines a present state or a movement of an individual or an organization. Missions answer three questions about an individual or organization: what it does, who it stands for and how it does what it does. A vision provides inspiration by stating ideals situations that will ultimately develop over time. Visions define what a person or company wants to be and what it wishes to create. (IAC Publishing, LLC., 2017). Values are what substantiate the vision, form the culture, and reflect what your organization values. Performing the process consultation prior to offering the department any solutions to make any changes will allow us to identify where the disconnect is in communication with the employees while providing the ground work for establishing the organizations goals. Because the Public Works department has been comprised of so many different groups providing a variety of services to the residents of Carlsbad, I would recommend the open-systems method to the intervention. Through this intervention, we will be able to narrowly focus of the core mission of the organization and its purpose while creating an ideal future of how the Public Works Department can progress with the inclusion of its employees. Because employees were often doing redundant work, we will use this time to assess how many people are needed on a task and what areas is not being taken care of due to mismanagement of assignments.
