The Department of Safety and Homeland Security is requesting approval for out of state training in Huntsville, Alabama. Sergeant Michael Cummins has been requested to attend the FBI Hazardous Devices School Recertification Course at Redstone Arsenal, Huntsville, Alabama. Sergeant Cummins is requesting to utilize his unmarked state issued vehicle for traveling to and from the location to this training, allowing Sergeant Cummins to utilize his vehicle to transport the necessary equipment for training and for transportation through the training. An IED that is rendered safe has been separated into its subcomponents, analyzed by the bomb technician to ensure the threat from the IED has been mitigated, and disassembled to the point that it is no longer an IED. Hazardous material (HAZMAT) may be rendered safe by a disposal operation, which may include destruction or burning. There are many individual tasks within a bomb technician’s chosen course of action but they will differ significantly for each IED encountered or with each disposal operation conducted. Therefore, Render Safe Procedures (RSP) is a term specific to the bomb community and does not refer to any specific delineated procedural step. An appropriate RSP is one in which the bomb technician accomplishes the above actions in a way that results in a safe and successful execution. In order to transform a local police agency into an intelligence-led organization, they go through several steps. The first, after strict training and funding, is to task and coordination processes. The second is to develop the intelligence products to be used in the operations. Next is to begin the use of standardized training for all the people involved. Since some local agencies cannot afford to train every employee in this method, they may designate one or two officers to be the ones working with the FBI and the other agencies in the Fusion Center.

When the Improvised Explosive Devices (IED’s) in New York and New Jersey were discovered, it provided the detectives with information to add to their investigation. The wires, shrapnel, flip-phones, undetonated explosives, and burnt traces from the devices help build a picture on what the bomb used to look like along with the materials it consisted of. The FBI has their own extensive forensic science division and the latest lab equipment where they will look through the evidence. My dream job is to some day work with The United States Federal Bureau of Investigation’s Critical Incident Response Group's Investigations and Operations Support Sections (IOSS.) This branch of work is under the FBI’s Crisis Incident Response Group. The IOSS organization is divided into two sections, the National Center for Analysis of Violent Crime (NCAVC) and the Operations Support Branch (OSB.) The NCAVC has four Behavioral Analysis Units (BAU,) and the Violent Criminal Apprehension Program (ViCAP.) With the support gained from family and teachers I am positive working with the BAU is achievable.
The Technical Escort Unit (TEU) now provides the Department of Defense and other federal agencies to include the Secret Service and the Federal Bureau of Investigation with an immediate response capability for chemical and biological warfare material. Its mission is to provide a global response for escorting, packaging, detection, rendering-safe, disposing, sampling, analytics, and remediation missions. This does not only include chemical weapons for which it was originally created, but now incorporates biological weapons, state sponsored laboratories, small independent laboratories and small non-weaponized radioactive materials. Most recently, they have been task organized to assist Brigade Combat Teams (BCT) as a force multiplier; the objective of this is to give the Battle Field Commander instant on the ground intelligence regarding Chemical, Biological, Radiological and Nuclear (CBRN) hazards within their Area of Operations (AO). With this new mission with the BCT, the TEU is becoming an expeditionary force.
The most important job of a first responder is to help the victims of the attack. Before first responders can help the victims, it needs to be determined if the scene is safe to enter. Part of scene safety is identifying if a WMD was used in the attack. A WMD can contain biological, chemical, or radiological agents (Federal Emergency Management Agency Manual. 2002) that can cause a wide range of effects. Unfortunately, first responders are often unequipped with the proper personal protective equipment that is required to safely work in an area where a WMD was used. Without the proper personal protective equipment, first responders can fall victim to the effects of the agent used. The purpose of this CERT IS-317 course was to prepare individuals not part of the professional disasters relief field to help in the event of a disaster. These everyday individuals become part of a team that can aid in preparing their families, neighbors, and coworkers for the threat of a disaster. CERT program participants become familiar with disaster preparedness, fire safety, hazardous chemical awareness, disaster medical operations, terroristic threats, and search and rescue procedures. Following the completion of this course and along with hands-on class room course experience the CERT participants will be valuable aids to professionals during a disaster (CERT Training Manual, 2011).
