The United States of America has long been considered the “melting pot” of cultures, ethnicities and even languages. For decades, the experience of immigration into America has influenced the linguistic assimilation into the English language, a prevailing characteristic of American society. The rapid growth of English assimilation and the clash with cultural identity extends to modern generations, especially in modern education. Bilingual programs lack certified teachers, and inequalities in the education of students are created since all students do not receive an adequate education. In his book Burro Genius, Victor Villasenor illustrates that students like himself, those who speak only English, fail in bilingual class settings. For example, Villasenor explains that his very first day of school his teacher sat him next other students who only knew spanish as their primary language, and that his teacher yelled “ENGLISH ONLY!” (61). Villasenor explains that from that moment on he made a choice to stay quiet in his class so that he would not get in trouble and get sent to the principal 's office for punishment; until later on middle school (62-63). This is a prime example of how lacking teachers who can really help students produces negative effects on their educational success. However, switching to English-immersion programs allow teachers to use a single, dominant language and teach each student in an equal setting. Aimi Chin, N. Meltem Daysal, and Scott Imberman maintain data that shows teachers who are teaching in the bilingual programs in Texas have a 20-student cutoff (Impact of Bilingual Education). This reveals that the staff has a 1 to 20 teacher to student ratio in the program. Acknowledging that the school board is limiting the class size, teachers are put into higher demand when there is no validation for it. He conveys it through his personal experience. Published by the Phi Beta Kappa to the American Society in 1981, the audience and his message are a broad and important now as it was thirty five years ago. As the amount of children that don’t speak English as their first language continue to rise, bilingual education has become a polarizing topic like most things, and for me, I am neutral on the topic. Rodriguez scathingly criticizes both programs correctly identifying the first as an obstacle to what he sees as the keys to success in America--a solid education and learning to speak and write English well--and the second as promoting socially crippling labels--"disadvantaged minority." Through countless arguments that a bilingual program hinders English and non-English students' education and that affirmative action accommodates only "privileged" minority students rather than the students most in need, Rodriguez's life story, Hunger of Memory, serves as a political publication meant to raise concern for the function of government in the education system.
The legal and historical rationale of Bilingual Education has been around for quite some time and appears to a continuous issue with educators and political figures. Numerous articles have been written in favor and against Bilingual Education. The articles I read and summarized relate to some of the issues that have evolved from various proponents and opponents of how education should be presented to ELs in the United States. Summaries and a brief timeline of legislation up to the passage of No Child Left Behind (NCLB) follow.
Bilingual education policy is political activity replete with historical, social, cultural, and economic contexts (Crawford, 2000; Tolleson & Tsui, 2004). It is linked to legislation, court decisions, and executive actions. (Gandara & Gomez, 2009). The BEA came at an exceptional period of domestic upheaval, demographic transformation, and on the heel of the civil right movement. The Act created a channel to provide states and local education districts with funds, personnel assistance, and other incentives for the development of bilingual education program.
When I immigrated to the United States I couldn’t speak any English, so the Department of Education staff sent me to a school which only for the immigrant student and taught student with bilingual education. I only needed to stay in this school for one year because they only introducing student the fundamental English skill and the American culture. After one year, I would transfer to the local high school to continue my high school education but there was no more bilingual education. I believe that bilingual education school is good way for the immigrants to break the language barriers. I still remember that the first school day in the United States I was very afraid and nervous because I didn’t know any English and the American culture. However, when I arrived to the school I found out that there were a lot of student who came from the same country as I was, and some of the instructors could speak Chinese too. I started to not afraid of school and feel excited about my new school life. After I studied in this school for one year, I transfer to a local high school which didn’t have bilingual education, but I didn’t afraid my new school life because I already know how to communicate with other students. While the population of language minority children in the nation makes up a substantial part of the student population, and continues to grow, their educational civil rights have come under increasing scrutiny and attack over the past decade. All students have the right to be provided access to content area knowledge. Bilingual education, or teaching through the native language, has been an important technique for providing that right to English language learners. However, the use of this educational technique has been increasingly criticized and eroded over the past ten years. To look at this broad issue, I will examine the history of civil rights for language minority children, the assumptions behind the attack on bilingual education, and suggest responses to safeguard the rights of language minority students.

In the article, “Public and Private Language”, Richard Rodriguez argues that bilingual education delays learning a “public language” and developing a public identity”. I can relate to Richard’s story because my family and me moved to America when I was young and we also had the same struggle learning a new language. I agreed with Rodriguez when he expressed that he didn’t feel like a true American until he mastered the English language because English is the first and main language in America.
When visiting just about any school across America, students who attend come from all over the globe. This raises the question across America about bilingual education. This can create many challenges in and out of the classroom. The classroom should be a safe place for all students regardless of what native language they speak. In the essay Lost in translation written by Eva Hoffman, describes a foreign student who tries hard to fit in. Instead, Eva begins to feel angry, hurt and confused because people laugh at her. Guiding principles gives great ideas to educators to stop kids from making other students feel the way that Eva felt. After reading several articles about bilingual education, it is evident that all children in school should learn English but never lose their native language. When all the students speak one language, students will be less likely to make fun of each other. A good educator should learn enough foreign languages to aid them in effective communication in their classroom although; if an educator does not speak a foreign language, they should recruit within the classroom students to be peer mentors. However, a teacher should be willing to listen and encourage the students. Above all a good educator should be a good role model to their students by respecting their heritage and their language.
Greg Lewis in “An Open Letter to Diversity’s Victims” advocates against the need for many languages in school programs, in American. Greg describes that those who are after what they refer to as “diversity” have been insisting that the American schools should be taught both in English and Spanish. The so called liberals base their arguments on the fact that, teaching a single language would obsolete the cultural identity of the Hispanic people. Greg’s arguments, use of quotations, tone, and mood show the need as to why single language system should be continued.
From my experience, bilingual education was a disadvantage during my childhood. At the age of twelve, I was introduced into a bilingual classroom for the first time. The crowded classroom was a combination of seventh and eighth grade Spanish-speaking students, who ranged from the ages of twelve to fifteen. The idea of bilingual education was to help students who weren’t fluent in the English language. The main focus of bilingual education was to teach English and, at the same time, teach a very basic knowledge of the core curriculum subjects: Mathematics, Social Sciences, and Natural Sciences. Unfortunately, bilingual education had academic, psychological, and social disadvantages for me.
