Agri-tourism in terms of income and employment has significant impacts on local community. Sustainable rural development and the supplementary income for farmers and local communities are the main purposes behind Agri-tourism. It can contribute to rural development by creating new professions and new value added. A wide range of advantage has been identified as potential output of Agri-tourism. Farmers, local communities, and tourism administrator is potential benefits of Agri-tourism development. According to Williams et al (2001), local community and government is seen in Agri-tourism as diversification options for business in the agricultural sector.

The government encouraged Agri-tourism among agrarian as a new tourism concept because hence structural changes in the Malaysian economy have brought new issues in the agricultural sector. According to Government of Malaysia, 1996 cited in Tiraieyari and Hamzah, 2011, in the Seventh Malaysian Plans 1996 to 2000 was also stressed the significance of local participation in tourism. It is because in the Malaysia plan, such as agri-tourism has opened opportunities for farmers to grow and expand agricultural products and their related industries. Consequently, since this country has abundance of agricultural resources, Agri-tourism is achieving popularity dramatically in Malaysia and also developing as a form agricultural diversification among residents.
Tourism Ministry is the main agency responsible for the development of Agri-tourism that helps in terms of its promotion while to implement and apply it in Agrotourism activities is handed by the ministry of Agriculture and Agro-based Industry (Ministry of tourism Malaysia, 2011 cited in Tiraieyari and Hamzah,
Agriculture is the mainstay of the economy, providing livelihood to approximately 75 per cent of the population. There is considerable scope for diversification and expansion of the agricultural sector through accelerated food crop production, processing and marketing.
Tourism sector had become the most fast-growing sector in economy in the world which contributes to nation’s development. According to study done by UN WTO in 2011, international tourist arrival increase 4.6% from 940 million in 2010 (Tourism Highlights, 2012). Malaysia also not being left out from the tourism sector economic boost as it became the country’s most rapid growing economic sectors, and as reported in The Star Online in 15 August 2013, in 2012 the tourism sectors contribute RM 60.6 billion with the number of tourist of 25.03 million (The Star, 2013). Also in Thailand, the tourism sector is also growing and statistic done by Tourism Authority of Thailand (TAT) in 2008 show that in 2007 the sector contributes about 547 782 million Thai baht or 11 billion Euro (Tourism Authority of Thailand, 2008). Both countries have very similar strategies to attract the tourist such as making a national tourism campaign and launching e-tourism in the internet.
The efforts for providing assistance to tourism infrastructure in rural areas including capacity building of rural inhabitants to ensure development of rural tourism products, which fall on the way to well-known tourist circuits in the country is being continued. As a responsible tourism initiative, 168 rural sites are being developed as rural tourism products.
Tourism in Malaysia started from the 1960s and it is one of the new forces in the economic sector but the growth was slow. Then, a tourism master plan was added into the Second Malaysia Plan during 1971-1975 and this marked the beginning of tourism as the country’s economic contributor that has become the second highest foreign exchange earner for the country after the manufacturing sector (Robiah S., 2007). In the early growth of the industry, Visit Malaysia Year (VMY) is a major tourism event was launched by the Ministry of Culture, Arts and Tourism (MOCAT) in the 1990s that it was extended to include other attractions. The major markets for Malaysia tourism are the neighbouring ASEAN countries, China, South Korea, Japan, India, Australia and United States. This event was a huge success which more than 7 million international tourist arrivals were recorded with a growth of 53.6 per cent. Moreover, the slogan ‘Malaysia Truly Asia’ is a large advertising campaign sponsored by the Malaysian government which is internationally recognized as a uniquely Malaysian brand to promote tourism in Malaysia. The Malaysian tourism industry had faced with several challenges such as the unstable world economics, politics, SARS and challenge posed by the other ASEAN countries competing to draw tourists had initiated Malaysia to set its own strategy in diversifying the tourist attractions.
