Bangladesh is a south Asian country with the area of 147,570 km square and population of 157.2 million (world bank, 2015). It is one of the densely populated countries of the world. Bangladesh ranks 5th most populous country in Asia and 8th most populous country in the world. The poverty rate of Bangladesh is 18.1 percent. More than 28 million people in Bangladesh lives on less than 1.90 $ a day (World bank, 2010). Bangladesh is placed on the apex of the Bay of Bengal and mountain and hill bordered three fourth of the Bangladesh. Bangladesh also covers most parts of the Bengal basin, which is also one of the largest geosynclinals of the world. Earthquake, cyclone, drought, river erosion, tornadoes, water logging, high arsenic content in ground water are some of the main concerns of Bangladesh. As Bangladesh is placed on the top of Bay of Bengal and mountains and hills border three-forth of the country, the heavy monsoon rain mostly results into calamitous damage. The Bay of Bengal is also famously known as the breeding place of calamitous cyclone because of existing of inter-topical convergence zone (ITCZ). Almost every year these cyclone turns into disasters making their way towards costal belts and hugely damaging peoples property and lives. Bay of Bengal is also known as the breeding grounds of cyclone. Most of the cyclone is formed either before or after the monsoon season. The month of April-May and October-December leads to rise of cyclone strength with wind speed up to 64-185 km/hour. Due to which more than 4 million poor people living in the costal area are highly vulnerable to such calamities. 12th November, 1970 cyclone is considered as the most destructive cyclone of Bangladesh which claimed the life of more than 300,000 people and damaged a property worth US$ one billion. Similarly 29th April, 1991 cyclone claimed the lives of more than 138,000 people and causing the damage of property worth US$ 2 billion (Government of Bangladesh, 2013). Due to rapid increase in the population of people living in costal area of Bangladesh, each year the risk of people getting affected by cyclone and storm is also increasing.
