1. Introduction
1.1. Background
Since we live in the information age era, IT has become a part of our everyday lives which gives a great impact on our society. And nowadays, the world has become as “global village” due to advancement of IT. So, while technology is playing a larger role in society overall, such a good solution in enhancing IT skills to young generations is by provide courses or programs about information technology itself in education as it offers new avenues to explore like; academically, socially and recreationally. In order to achieve the target, Universiti Teknologi Mara and Management & Science University (MSU) had offered a program that related to IT for students.
In UiTM, such that program related to IT which being offered to students is Bachelor of Science Information System Management (Hons) with minor in either records management or library management. This program concerns about, designing, developing, and also on how to manage various types of information systems in order to expertise students in identifying, acquiring, organizing, storing, and retrieving in order to disseminate information for users’ strategic and also for competitive purposes.
Meanwhile in MSU, such a similar IT program being offered here is Bachelor in Information and Communication Technology (Hons). This program help students in developing their skills like solving problems, sequencing, deductive reasoning and memorization. Students also will be train to work in group that will enhance more their co-operation, collaboration, and co-learning and led to the development of negotiating skills and group decision-making.

3.3. Costs and benefits
The fees needed for taking Bachelor in Information and Communication Technology (Hons) in MSU is slightly higher than taking the program in UiTM. In MSU, students have to pay for their own. If they make a loan like PTPTN or what else, it will burden them in future as they have to pay much. Whie in UiTM, the fees is much cheaper and in addition, the government will covered a part of the fees.

The concept of Student Information Management System (SIMS) is one that continues to elicit mixed reactions. Its application appears limited by a number of factors. Whitley, Gal, and Kjaergaard (2014) connotes that SIMS faces challenges in acceptability due to the kind of information being stored, personal identification information being stored in the system and the identity of people accessing this information. Ngoma (2009) explores the level of success student information system, a subset of SIMS. Findings from Ngoma’s expedition indicate that many institutions tend to have a negative attitude towards implementation of such projects.
