In totalitarian societies, dictatorial leaders separate the children from their parents because it prevents them from forming bonds with others. You form the strongest bonds with your parents, because they're there for you throughout your childhood. They love you and protect you, even if you do something wrong. If you misbehave, your parents punish you, and it's considered invasive and rude for someone else to yell at your kids. When children have nobody to watch over them and protect them, they start to feel lonely and vulnerable. They know that nobody's going to defend them, and that they have to listen and do as they're told, or else they'll get hurt. In Anthem, the children in the House of Infants and House of Students got locked in the cellar if they did anything bad. If you were constantly locked in a cellar with nobody to defend you, you would feel pretty lonely and weak. Unable to pick and choose friends, you have nobody to bond with.
