You would think Andre Rand would have come to his senses after being sentenced to 25 years to life in prison. However, that was not the case. Rand cast himself as a “scapegoat victim” of a “corrupt” legal system, according to a series of letters he wrote and sent to a newspaper dating back to 1994.(Donnelly) In 1969, Andre Rand convicted his first act as a suspected serial killer, and convicted murderer. Alicia Pereira was the first. In 1972, five-year-old Alicia disappeared after her brother left her alone in a hotel lobby. One minute she was playing around, and the next she was gone. Rand was the prime suspect in this case. Although they never proved Andre killed her, little Alicia was never seen again. There isn't much to his next victim. Her name was Audrey Lyn Nerenberg, and she was 18 years old. Just like Alicia, Audrey was never seen again after the day she went missing in 1977. In 1981, Holly Ann Hughes, a seven-year-old girl did not return home after she went with a friend to get candy from a local store. Andre Rand saw Holly at the store, drove by her in his Volkswagen, pulled her in, and drove off. Holly’s parents filled out a Missing Person’s report. Unfortunately, they never got their daughter back. Why did Rand leave her friend? Who knows why. Tiahease Jackson, in 1983, was 11 years old when she went missing. She did not return home after her mother sent her to get groceries. Tiahease was last seen on August 14th, 1983. This was 12 days after Andre was released from a previous prison sentence. In 1988, Andre Rand was charged with the kidnapping and first degree murder of Jennifer Schweiger. He was sentenced to 25 years to life, and would be eligible for parole in 2008 if no further crimes were committed or if no previous crimes were solved. However, Rand did not obviously care about the whole, “if no further crimes were committed or if no previous crimes were solved” part. In October of 2004, Andre Rand was brought back to trial for the kidnapping and possible murder of Holly Ann Hughes. He pleaded guilty, and was sentenced to another 25 years to life in prison on top of his other 25 years. In 2037, Andre Rand will be eligible for parole at the age of 93. Some people argue that rehabilitation is the most effective way to handle prisoners, but the risks don’t outweigh the benefits, especially for murderers. He devised a scheme to steal money from his employer and then ran away to New York City where he stayed at the Waldorf Astoria, living for a few days the life of his dreams. A Calgary man named Nathan Paul Gervais is accused of murder and he is currently missing. One April 16, the police went to go and check on him, but he was not at his house and investigators have not been able to find him since. Gervais is missing and the police have issued Canada-wide warrants for his arrest. Gervais is twenty-one years old and is accused of killing a person named Lukas Strasser-Hird in November 2013. Nathan Paul Gervais is charged with first-degree murder and was supposed to be under twenty-four hour arrest while awaiting trial. Investigators said that Lukas Strasser-Hird was eighteen years old when he was killed. Strasser-Hird was found outside of a bar with many cuts and stabs. Why have we not found these people? Many people ask this question and there is not an obvious answer. When police first get a report of a missing person they identify what level of risk the person is in. There are 3 classifications of risks: low, medium, and high. Low risk means that the person is in no apparent danger from others or to themselves. Missing people under the age of 18 should not ever be put into the low risk category. Medium risk means that they are likely in danger or dangerous to themselves or others. High risk means that the person is very likely to be in immediate danger or the victim of a serious crime. However, that being said, it is extremely rare to have an abduction or murder case. They do happen, but most missing people are runaways or just wanted to start a new life.
