On July 22, 1987, President Ronald Reagan signed the McKinney Homeless Assistance Act (now known as the McKinney-Vento Homeless Assistance Act) into law and was later reauthorized by the No Child Left Behind Act in 2001. This act establishes several programs to provide essential services to people experiencing homelessness, including emergency shelter, transitional housing, job training, primary health care, education, and permanent housing. This policy analysis will focus specifically on Title VII-B of the McKinney-Vento Homeless Assistance Act, which authorizes the federal Education of Homeless Children and Youth program, and its attempt to remove barriers to public education faced by homeless children and youth.
Nature and Scope of the Issue
According to the National Coalition of the Homeless (2007), families with children are among the fastest growing segments of the homeless population (pg. 1). The Institute for Children and Poverty (2004) estimated that approximately 1.35 million children are likely to experience homelessness over the course of a year in the United States. Homelessness has a devastating impact on all aspects of children and youth’s lives, including their educational opportunities. Residency requirements, guardianship requirements, delays in transfer of school records, lack of transportation, and lack of immunization records often prevent homeless children from enrolling in school. In 1987, Congress established Title VII-B of the McKinney-Vento Act, the Education of Homeless Children and Youth program (EHCY), in response to reports that only 57% of homeless children were enrolled in school (NCH, 2007).

...s accessing emergency shelter and transitional housing programs of the course of one year (as cited in NCH, 2009) Meanwhile, 71% of responding cities reported increases in households with children accessing emergency shelter. More than 42% of those accessing emergency shelter are families, and, on average these families remain in emergency shelters for 70 days (as cited in NCH, 2009).
Alternative policies that strive to provide more affordable housing options and more preventative support services must be implemented in attempts to prevent the causes of homelessness rather than addressing the symptoms associated with it. Homelessness, including its devastating impact on children and youth’s educational outcomes, will not end until policy makers and society at large begins to take a deeper look at these structural, root causes of homelessness impacting our society.
Furthermore, facilities frequently concentrate on “quick-fix” interventions instead of focusing on their qualities that empower them and concentrating on long-term aspirations (Heinze & Jozefowicz-Simbeni, 2009). For the most part, it is extremely hard to access health care for the youth population because they face various restrictions. It is not surprising that many homeless adolescents do not have a way of seeking services even if they are the population that needs it the most. Homeless youth are at a higher risk of adverse outcomes such as not being able to further their education, getting incarcerated, developing a mental health disorder, and engaging in alcohol dependency and unsafe sexual behavior (Heinze & Jozefowicz-Simbeni, 2009). Children without a home are more prone to live in inconsistent and harsh living conditions categorized by family and school issues. Although; many homeless youths do not experience desirable outcomes housing programs and similar services serve a primary support system to help reduce homelessness. Services that promise better living conditions are shown to enhance lifestyles and a positive development into adulthood.

One of the first times the federal government stepped in to help deal with homelessness was during the Great Depression, and did just this when they instituted the Federal Transient Service, which funded work training programs, shelters, health centers, housing, and work camps from 1933 to 1936 (Street News Service, 2010). Homelessness in the United States has been an important subject that the government needs to turn its attention to. There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). Family homelessness is a fairly new social problem in America. Beginning in the early 1980’s, families with children have become the fastest growing segment of the homeless population.
In fiscal year 2006, the HUD, Department of Housing and Urban Development, was presented a budget by the Bush Administration consisting of $528.5 billion for homeless programs (Romeo 1). The problem of homelessness and extreme poverty is not a new occurrence; but in past years more extreme measures have been taken to combat the issue as more people become homeless. Expensive social programs and housing developments for the homeless have been created to help battle the increasing issue. Homelessness is an expensive problem that will never end; furthermore, the condition of homeless people in America is affected by the type of education they receive, the state of the economy, and the amount of funds that are available to house and feed them.
Based off the attention from modern media, youth homelessness has been on an unfortunate upslope in the United States within the past decade. Various factors tie into why this issue is becoming more prominent such as low income households being unable to afford children, LGBT youth rejection, and domestic abuse leading to children leaving home. Now, vagrancy has a severely negative impact on the development of young people as it inhibits them from developing academically, socially, and mentally and can also expose them to diseases and potentially various types of abuse, such as sexual and substance abuse. This great nation of awesome power and abundant resources is losing the battle against homelessness. The casualties can be seen on the street corners of every city in American holding an ?I will work for food? sign. Homeless shelters and rescue missions are at full capacity. There is no room at the inn for the nation?s indigent. Anyone who has studied this issue understands that homelessness is a complex problem. Communities continue to struggle with this socio-economic problem while attempting to understand its causes and implement solutions. The public and private sectors of this country are making a difference in the lives of the homeless by addressing the issues of housing, poverty and education.

It is estimated that, “each year, more than 3 million people experience homelessness, including 1.3 million children” (NLCHP). Clearly poverty and Homelessness come hand in hand, and the economy downfall has only contributed to this growing crisis. “Homelessness stems from a lack of affordable housing. Increasing rents, destruction of traditional low-income housing, and cuts in federal housing programs threaten affordable housing with extinction” (NLCHP). Most people in poverty have a housing affordability crisis, which means that they pay more than half of their income for rent, so therefore they have to buffer to deal with unforeseen expenses.

Advocates for the homeless have proposed policies range from taking preventative measures, such as making housing and health care affordable, to policies that deal with individuals that are already homeless, such as rapid rehousing and redefining what it means to be homeless. Although many of the experts disagree on how the homeless epidemic should be handled, many acknowledge that the federal government plays an inexpendable role in helping the homeless. Homelessness is, obviously, a complex issue, but like all difficult issues it must be undertaken. It has become clear that homelessness is not something that will eradicate itself given time, homelessness will continue to grow and evolve unless an outside force stops it in its tracks.
Hudson and Vissing (2010) noted that individuals who are male, young, unemployed, never married, and living in extreme poverty are most vulnerable to prolonged experience of homelessness. These findings suggest the need for economic support, such as affordable housing and job training and placement services, assisted education, as well as for mental health services for people who may be at risk of becoming homeless.
