Affirmative Action In California: Has It Outlived Its Purpose?
INTRODUCTION
In the past, most California public agencies believed that affirmative action was an effective tool in the fight to correct discrimination. The main intent of affirmative action was to protect women, minorities and handicap individuals from discrimination (Hill, 1998,1). Affirmative action has been used in areas such as public employment, education and contracts. But today, some public agencies are questioning the meaning of affirmative action. The opponents of affirmative action believe that it encourages preferential hiring practices and reverse discrimination. They have also taken a strong stance towards the elimination of affirmative action through the California Civil Rights Initiative – Proposition 209 (http://www.ca.gov.). The supporters of affirmative action, however, still maintain that it is needed to prevent artificial barriers in the treatment of workers and hiring and admission practices (http://www.co.la.ca.us.). Even though Proposition 209 was passed by California voters, this has not discouraged professional organizations such as Americans United for Affirmative Action (http://www.auaa.org) and the American Association for Affirmative Action (http://www.affirmativeaction.org) who are still committed to educating the public on the importance of affirmative action.
The concept of affirmative action has always been and continues to be a very controversial topic. This paper will focus on the positive and negative viewpoints of affirmative action as well as the future of its existence.

It is not clear whether affirmative action will continue to be a part of the fight against discrimination in the United States. It is clear however, that affirmative action will continue to be highly debated issue for many more years.

The Affirmative Action Law was formed as a solution to the long history of animosity towards minorities, and to eradicate the segregation between minorities and majorities. The program certainly aided many of disadvantage people living in the United States. The Affirmative Action encouraged many individuals, particularly, women, and group of people that belongs to different ethnic groups to have hopes and dreams due to the fair chance that were being given by the program. However, even though the Affirmative Action Law’s aim is to provide equal human rights for all the citizens of the United States, there will always be a group of people who will oppose, because each individuals’ have different notion and needs.
Lasting hatred from the civil war, and anger towards minorities because they took jobs in the north probably set the foundation for these laws, but it has become difficult to prove. In this essay, I will explain how the Separate but Equal Laws of twentieth century America crippled minorities of that time period forever. Separate but Equal doctrine existed long before the Supreme Court accepted it into law, and on multiple occasions it arose as an issue before then. In 1865, southern states passed laws called “Black Codes,” which created restrictions on the freed African Americans in the South. This became the start of legal segregation as juries couldn’t have African Americans, public schools became segregated, and African Americans had restrictions on testifying against majorities.

The issue of affirmative action has been a controversial one since its inception. The law was developed during the 1960’s as a result of the civil rights movement and the need to address injustices committed against minorities throughout the United States history. There were multiple attempts to correct the inequities between the majority and the various minorities including the 13, 14 and 15th Amendments. The Civil Rights Act of 1964 allowed for the creation of the Equal Employment Opportunity Commission (EEOC) to create rules to end discrimination. Affirmative action came into being with the executive order 11246 issued by President Johnson. The Civil Rights Act and President Johnson’s executive order have been updated throughout the years to address gender, disabilities, age and other characteristics that could be considered discriminatory.
Affirmative Action is a policy in the United States of America. It is in use to help minorities get equal treatment in admissions policies for big businesses and higher educational programs. In one way or another, this policy affects almost every person in America. It affects people directly, and most commonly, indirectly. When this policy affects people, it usually affects them in a negative way. When Affirmative Action first started, it was a descent policy, but with changes in society, it has become a policy that does more harm than good. Since this is what the policy currently does, Affirmative Action should be out of use for every application it has a function for. So, this policy should be out of every law book in America to eliminate the negative impact that it is causing. Affirmative Action is outdated because it is turning into a reverse discrimination policy.
Rap music from the 1990’s to the year 2000 is known in hip hop as “the golden era”. This era is all about individuality and innovation of creating music in one of the newest musical art forms. Rap music started out as the expression of young black youths in the inner city of New York. Rap music is rhymed storytelling accompanied by highly rhythmic, electronically based music. It began in the mid-1970s in the South Bronx in New York City as a part of hip hop, composed of graffiti, breakdancing, and rap music. Tuberculosis or known as TB remains a leading cause of morbidity and mortality in the world, especially in developing countries. A combination of factors including high costs, limited resources and the poor performance of various diagnostic tests make the diagnosis of TB difficult in developing countries. According to Centers for Disease Control and Prevention (2014), one third of the world’s population is infected with tuberculosis. In 2012, nearly nine million people around the world become sick with tuberculosis disease, and there were around one point three million TB related deaths worldwide.
Clinical signs and symptoms that are associated with tuberculosis include low-grade fever, malaise, night sweats, and anorexia. More severe signs and symptoms may include chest pain, productive cough, and blood-tinged secretions. However, patients who have latent tuberculosis may remain asymptomatic (Tamaro & Lewis, 2005).
Active tuberculosis only develops in about 10% of infected persons, remaining dormant in the rest; although the latent infection may later progress to active disease years later, especially in immune-compromised individuals. 9 Infection by MTBC may involve any organ of the body, but clinical presentation is most common in the lungs (pulmonary TB). Presently, the Big Bang theory is the most logical scientific explanation of how the universe began. The majority of cosmologists favor the Big Bang theory and the idea that the expanding universe had an initial, incredibly hot and dense start (Peterson 232). According to the Big Bang theory, at one point in time, more than 12 billion years ago, matter was condensed in a single place, and a huge explosion scattered matter out is all directions (“Big Bang Theory” 403). At the moment of its origin, the universe was infinitely dense and hot, but as the expansion occurred, the universe cooled and became less dense (Narlikar 12). The debris the spewed from the initial explosion became the building blocks of matter, forming the planets, stars, and galaxies (Narlikar 12). Officially, the Big Bang model is called the standard cosmological model (SCH), and it has been the most widely accepted theory of the origin of the universe since the 1960s (Rich and Stingl 1). Most astronomers are in agreement that the universe’s beginning can be traced back to 10 to 15 billion years ago following some type of explosive start (Narlikar 12). Big Bang theorists have estimated the actual bang occurred 13.7 billion years ago and was followed by an inflationary period that created time, matter, and space (Rich and Stingl 1).
