General Considerations
Each PM must develop and document an acquisition strategy to guide program execution from initiation through reprocurement of systems, subsystems, components, spares, and services beyond the initial production contract award and during post-production support. The acquisition strategy evolves through an iterative process and becomes increasingly more definitive in describing the relationship of the essential elements of a program. A primary goal of the strategy is to minimize the time and cost it takes, consistent with common sense and sound business practices, to satisfy identified, validated needs, and to maximize affordability throughout a programs useful life cycle.
In developing the acquisition strategy, the PM considers all policy guidance contained in the acquisition strategy portion on DoD 5000.2R. In documenting the acquisition strategy, the PM provides a complete picture of the strategy for the decision makers who will be asked to coordinate on or approve the strategy document. The PM ensures the document satisfies the requirements of DoD 5000.2R for the acquisition strategy to identify, address, describe, summarize, or otherwise document specific, major aspects or isues of the program or strategy.
The PM develops the acquisition strategy in preparation initiation, prior to the program initiation decision, and updates it prior to all major program decision points or whenever the approved acquisition strategy changes or as the system approach and program elements become better defined. The PM engages the Working –Level Integrated Product Team (WIPT) and Operational Test Agency (OTA) in the development of the acquisition strategy, and obtains concurrence of the Program Executive Officer and Component Acquisition Executive , as appropriate.
The Milestone Decision Authority approves the acquisition strategy prior to the release of the formal solicitation. Approval usually precedes each decision point, except at program initiation, when the acquisition strategy usually is approved as part of the milestone decision review.
REQUIREMENTS
The acquisition strategy provides a summary description of the requirement the acquisition is intended to satisfy. The summary highlights aspects of the requirement (1) driven by family-of-systems or mission area requirements for interoperability, and (2) that reflect dependency on planned capability being achieved by other programs. The summary also states whether the requirement is structured to achieve full capability in time-phased increments or in a single step. For time-phased requirements, define the block about to be undertaken, as well as subsequent blocks.
The acquisition strategy identifies approved source documents constituting the authoritative definition of the requirement such as the Operational Requirements Document (ORD), Capstone Requirements Document (CRD), and Acquisition Program Baseline (APB).

Controlled Requirement Expression (CORE) was developed for the British Aerospace programs while the UK Ministry of Defence was carrying out a requirement analysis (Hull et al., 2010). The fundamental component of the CORE methodology is viewpoints as different users see systems in different ways. There are many different stakeholders involved in a system; using CORE methodology involves finding all the different viewpoints of those stakeholders that have an interest in the system whether it’s a person, role or organisation ext.… (Sommerville and Sawyer, 2000). By organising viewpoints hierarchy it assists experts to read the scope and supports the analysis process. CORE Methodology is extensively used for real time system requirements specification.
The MDMP is a seven step process, including receipt of the mission, mission analysis, course of action (COA) development, COA analysis (also known as war gaming), COA comparison, COA approval, and orders production, dissemination and transition (HQDA, 2014). Immediately when commanders receive the mission, is when the MDMP and planning process begin.
The rising of the market economy occurred between the end of the War of 1812 and the Civil War. It was a time of uprising for Americans of the United States. There were changes in the vast improvement in transportation, the growth of factories, and there were important developments of new technology that increased agricultural production. Americans advanced into new areas and produced an agricultural surplus that went to market farming. In the nineteenth century, manufacturing was the most important factor because it brought about industrialization. The expansion of both economic and technological advances also brought about the changes in American society. The growth and eventual dominance of market capitalism in the United States changed the lives of all Americans fundamentally. The Market Revolution and the rise of market capitalism influenced the working class because of new inventions, like the cotton gin, and it encouraged farmers to raise more cotton in the South, and brought people in the North greater opportunities in the work field.
Immanuel Kant’s theory of ethics is rooted in deontology. Describing Kant’s ethics as deontological means that they are derivative of mankind’s moral duty. For Kant, this critical component of ethics is an extension of Hume’s fork as it creates a third category, which is synthetic Apriori. This category is comprised of math, ethics and causality. His rules-based ethics revolves around the good will, as deontology in its nature revolves around adhering to the rules. Kant says that intelligence is great by nature, but means very little unless you apply them in virtuous and good will. In order for something to be truly good, it must be intrinsically good and without qualification.
The market revolution changed the lives of every American in the country. Through social and economic growth caused by the revolution, everyone was impacted. The market revolution during the 19th century produced new technology and communications for the country, like railroads and telegraphs. It made people start working by the clock, rather than the sun, and also made Americans start working for wages. The market revolution brought the American community together. Before every family had their own businesses but, now Americans are working together for the benefit of the country. In the view of global security,(2011) The military decision making process abbreviated as MDMP is a planning model that establishes procedures for analyzing a mission, developing and comparing courses of action(COA) that are best suited to accomplish the higher commander’s intention and mission. At the July Association of the United States Army (AUSA) Conference, LTG Ostrowski, the Army Acquisition Executive Lead, conveyed the Army’s need for future network solutions. It was also shared in the FY16 Presidential Budget that the Army has several budget requests for Communications systems and upgrades totally over $1.2B (Keller, J. , 2015). This is an opportunity for the Comms BU to expand its customer base in the U.S. Army market place. The first love one may want to peer into in both Othello and King Lear is the Love one may hold for a significant other. This type of love is prevalent in Othello between Othello and Desdemona, and can be compared to King Lear through Goneril and Regan with their husbands and having Edmund thrown in the mix. Desdemona's love for Othello is made very clear right from the start when she goes to bat for him against her father. This is seen when her father was so upset that he brought charges upon Othello to try and revoke their vows. She gives reasons why her explanation of the reasons she loves Othello defines her essential character as a woman of loyalty and fidelity to him, and not simply to a picture of him gleaned from a story told by him (B. Long). Later on in the play Desdemona's loves continues to shine through until the very end when Othello has became so enraged he is over her about to take her life she pleas to keep through her reinstating her love for him. According to the critic B. Long this is not just a scapegoat to save her life but that she truly loves him in a very genuine way; one may have a hard time finding text to prove otherwise. If Desdemona's love for Othello was a subservient love, generated by seeing his facade in his mind and fueled by her delight in his honors and heroic parts, Othello's love towards Desdemona is rather different.
When looking at the criteria that Cizik’s company (Cooper Industries), set forth relative to acquisitions, the acquisition of Nicholson meets all three objectives plus has significant potential short and long-term potential. Acquisition analysis includes determining consideration transferred, goodwill (or gain on bargain) and fair value of assets at the date of acquisition. When Woolly Ltd purchased Jumper Ltd they paid more than the consideration transferred (fair value of assets less liabilities) of the entity, thus there was goodwill provided. Business combination valuation entries occur when assets or liabilities fair value differs from their carrying amount at the date of acquisition. As Jumper Ltd had assets with a higher fair value than carrying amount there was reasoning for BCVR entries. Intragroup transactions come about through the transfer of assets or liabilities such as inventory or dividends from the subsidiary to the parent or vice versa (within the group).

The systems planning phase is the first phase completed in the SDLC. It encompasses evaluating the feasibility and the cost of the system, identifying the risks involved with implementing the system, and determining the responsibilities of each of the team members. To begin the planning phase, a systems request is submitted to the IT department, detailing the problems and changes to be made in a system. (Rosenblatt, 2014). It is important to note that the request may be a large, significant request, or it can be a smaller, more minor request; however, each request should be addressed using the systems development life cycle. After the request has been made, a feasibility study is conducted that determines the costs and benefits of the new or improved system. The study then recommends a strategy that is best for the system in terms of technical, monetary, and time factors.
