Abstract of Ballast Water Management Convention

Ship ballast water management is recognized one of the huge problem of international maritime society. To take and charge some harmful micro aquatic organisms and pathogens with in ballast water, these are delivered to some sea area in the world by ships and discharged. This was serious phenomenon on marine environment not only maritime society but also human society. International Maritime Organization (IMO) was adopted the new convention, International convention for the Control and Management of ship ballast water and sediment in 2004. IMO planed that to carry out ballast water management in conformity with this convention from 2009. However, developing of Ballast Water Management System (BMS) that fulfilled ballast water management standard at convention was delayed. BMS is expensive in initial cost and there is the possibility that to increase load for seafarers to do BMS maintenance. Therefore, it is necessity to making the method of practical ballast water management. One of the authors, it was suggested that use the recycling water instead of usual ballast water. Recycling water means the processed sewage. This water is able to operate and control similarly usual ballast water.

In this paper, authors considered and propose that how to supply recycling water as the substitute ballast water for ships. First of all, total amount of ballast water that was delivered from Japan was estimated from public statistics. Second, the method of sewage water supplying from sewage water works to port and cargo loading point in major Japanese port was researched.

• Authors estimated that Ballast water transfer 3.5 million tonnage from Japanese sea. This value is about 10% comparison with annual transfer ballast water in the world.

• Authors suggested that recycling water that is sewage from disposal station use for instead of sea ballast water. Sewage amount satisfy for amount annual ballast water in port of Yokohama.

• Port of Yokohama has sewage disposal station in port area. Therefore, sewage water transfer from station to ship is able to use pipe line easy.
