A Day with the County Juvenile Probation Officer
I followed employees of the County Juvenile Probation Department for a day. I spent most of the day with the Victims Information Coordinator (VIC), although I did get to speak with many probation officers as well as the drug counselor in the department. I learned many things while I was visiting the department.
For the better part of the day, I spent time with Pat, the Victims Information Coordinator. She is the person that explains the court process to the victims of juvenile delinquent crimes, as well as does all the side work. This work includes filing as well as taking many phone calls from concerned parents, confused kids, and people that just have general questions. This job also includes putting information into the computer for the probation officers.
I got to speak with most of the officers that were there that day. They spend a lot of their own free time to help these kids better themselves. They drive all over the county to visit the kids and their families in their homes, as well as being available at all times of the day to meet with them in an office setting. These probation officers are very dedicated to what they do. Their job is very demanding, not only do they have their normal everyday appointments, but they get several phone calls an hour and people that stop in the office needing to see them immediately.

There was a warm breeze, the sun was shinning, and it was a beautiful Sunday afternoon. As I briskly walked to the auditorium my heart was racing with nerves. Today was the first day I would have the opportunity to go and mentoring some of the young women at the Richard L. Bean Juvenile Detention Center in Knoxville, TN. Ever since I found out this program was available I was more than eager to go and make a difference.
The problem of dealing with juvenile justice has plagued are country for years, since the establishment of the first juvenile court in 1899. Prior to that development, delinquent juveniles had to be processed through the adult justic3e system which gave much harsher penalties. By 1945, separate juvenile courts existed in every single state. Similar to the adult system, all through most of the 20th century, the juvenile justice system was based upon a medical/rehabilitative representation. The new challenges of the juvenile court were to examine, analyze, and recommend treatment for offenders, not to deliver judgment fault or fix responsibility. The court ran under the policy of “parens patriae” that intended that the state would step in and act as a parent on behalf of a disobedient juvenile. Actions were informal and a juvenile court judge had a vast sum of discretion in the nature of juvenile cases, much like the discretion afforded judges in adult unlawful settings until the 1970s. In line with the early juvenile court’s attitude of shielding youth, juvenile offenders’ position was often in reformatories or instruction schools that were intended, in speculation, to keep them away from the terrible influences of society and to encourage self-control through accurate structure and very unsympathetic discipline. Opposing to the fundamental theory, all through the first part of the century, the places that housed juveniles were frequently unsafe and unhealthy places where the state warehoused delinquent, deserted, and deserted children for unclear periods. Ordinary tribulations included lack of medical care, therapy programs, and even sometimes food. Some very poor circumstances continue even today.
I want to share the experience that I got from reading to the little kids in Washington school. This had been my first time doing community service so I was a little nervous, I didn't think that the kids where going to like me. But when I go to the school and saw the lovable little kids I felt much better. When we got into little groups and started reading they started hugging me and reading along. They made me feel good and I was ready to come back next Thursday. This was the greatest experience that I had ever had, I felt like a teacher and it fells great to have those little kids liking you.

The Merriam Webster dictionary defines Probation as a period of time given to someone who commits a crime and instead of being incarcerated are allowed to spend their sentence in the community based on conditions set aside by the courts. After careful consideration and great thought this is the route I decided to take. I believe that parents play a great role in some of the decisions their children make. The decisions children make today are a reflection of their parents. My focus on this probation model is to place both child and parent in an institution were they would undergo a period of restoration of family values, rehabilitation, parenting courses, academia and counselling. The ages of these juveniles will range between the ages of ten (10) to seventeen (17) years old.Therefore I stand for institutionalized probation and how this probation will assist in instilling family values.
Justice has always been the goal of our court system, but it is not always served, especially in cases involving juveniles. The judiciary process has evolved from a system that did not initially consider juveniles, to one where juveniles have their own court proceedings, facilities, and even rules or laws. The juvenile justice system has come a long way, and people have worked very hard in its creation. A juvenile is considered to be an individual, under the age of 18, resembling an adult. However, resembling an adult does not always mean that juveniles will have an adult mindset. Thus, juveniles may need extra attention to help get their lives on track. In today's society juveniles are being tried in adult courts, given the death penalty, and sent to prison. Should fourteen-year olds accused of murder or rape automatically be tried as adults? Should six-teen year olds and seven-teen year olds tried in adult courts be forced to serve time in adult prisons, where they are more likely to be sexually assaulted and to become repeat offenders. How much discretion should a judge have in deciding the fate of a juvenile accused of a crime - serious, violent, or otherwise? The juvenile crime rate that was so alarming a few years ago has begun to fall - juvenile felony arrest rates in California have declined by more than forty percent in the last twenty years. While California's juvenile population rose by a half a million since the middle and late 1970's, juveniles made up less than fifth-teen percent of California's felony arrests in 1998, compared to thirty percent in 1978; according to the Justice Policy Institute. The juvenile arrests have dropped back, even as the population of kids between ages of ten and eight-teen has continued to grow, and the number of kids confined in the California Youth Authority (CYA) has fallen. With all the progress our society has made in cutting back in juvenile crimes there is still a very serious problem. But if locking kids up is the best way to address it, how do we explain a drop in crime when there are more teens in California and fewer in custody? First we must look at the economy around us. With so many job opportunities available more and more teenagers find honest ways to keep busy and make money. Our generation has a brighter future than the generation a decade ago. Next we look at successful crime prevention efforts: after-school programs, mentoring, teen outreach programs, truancy abatement, anti-gang programs, family resource centers. There is evidence that these programs are beginning to pay off. Sending more, and younger teens through the adult court system has been a trend across the country in reaction to crimes, such as school shootings and violent rapes. Yet evidence shows that treating youth as adults does not reduce crime. In Florida, where probability wise more kids are tried as adults then in any other state, studies found that youth sent through the adult court system are twice as likely to commit more crimes when they're release...
A probation system is an opportunity offered to offenders with minor crimes or good behavior in where the offender is not send to jail instead he/she is put it in probation in where they have to report to a police officer and they have to follow the court orders and cannot break the law. Usually probation is an opportunity for offenders to reintegrated with the community. The North Carolina Probation system is based on supervising the offenders and help them succeed. My first exposure to the criminal justice system was while in high school when I was fortunate to be chosen for an internship with a District Judge John Vance in Dallas, Texas. Judge Vance made certain I had a rich and varied experience. He had me to sit in on several high profile cases in his court and to participate in preparing cases for trial with a prosecutor and defense attorney. In addition, he encouraged me to visit other courtrooms and courthouses to observe the proceedings. This along with him coordinating visits at local jails and law enforcement agencies gave me a broad and well-rounded perspective of the criminal justice system. The Juvenile Court System was established in 1899. I enjoyed this experience so much, that I decided to go back to volunteer for Change Point, and will be going there once a week. This experience had the impact it did because I got to connect with the community in which change Point serves and help assist others. By doing this, I gained hands-on experience in which will help me in my future career. I also was able to enhance my skills in being a leader and in communication. The parenting classes that I taught to others not only helped them but also helped me.
For my field experience, I chose to attend a court case. On October 14th, 2015 I went to the District of Columbia court and watched a sentencing. It was not at all what I initially expected although after sitting in class for several weeks I was not shocked by it. What surprised me most was the informal, personal nature that the whole process had. The experience was interesting and I feel that I learned a lot from it.
