Environmental policy of the City Council in using water
Publishing “Mandatory rules for the improvement of the city” in 1870 and building the water pipe, which we discussed above, were the main measures to improve sanitary conditions. But the measures, obviously, were not enough to solve the pollution problems of local rivers and creeks, so and the qualitative water supply in Novgorod. So, the City Government issued the rules, oversaw it implementation, and repaired of water supply.
Decisions and orders, issued by the City Government, wore the local character in comparison with the “Compulsory rules” and published mainly during endemics. One of them was taken in 1892, when for prevent the entry of cholera epidemic in Novgorod, the police was obliged to organize a special committee. It consisted of members of the City Council, sanitary trustee and police officials. According to the rules, the Commission should been to oversee for sanitary conditions of city water tower, commercial bathhouses, wells, shores of the Volkhov River, Fedorovskiy creek and moat. The Commission was ordered to establish control over the timely cleaning gardens, latrines and garbage pits, and to oblige water carriers to take water from a municipal water tower. At the same time it was strictly forbidden for citizens had been poured contaminated water and other sewage, as well as throw garbage on the streets, river shores, yards and ditches. In the same year, “The compulsory rules of Novgorod City Duma for Novgorod people on sanitary issues,” where the regulation rules of the work of water carriers were first presented, was approved.
