The EIA Evaluation Commission has responsibility to assess and evaluate the project proposal. The minister, governor, or the mayor have authority to form an evaluation commission and chose its members. The formation of the commission and member election is based on the project level. The members of the commission come from the ministry of environment, Regional Environment Impact Agency (BAPEDAL) and public representative (Government of Republic Indonesia, 2012).
2.4. Public Participation
Public participation in EIA process give important contribution into overall EIA process (Purnama, 2003). In the article 9 of the Government Regulation No.27 of 2012, The Public determination is all people who are locally impacted and people who concern on the environment effect of the project. The mechanism of public involvement in the EIA process is described on the State Minister of Environment Regulation No.17 of 2012. Public can participate through public consultancy, project announcement and environment permit approval (The State Minister of Environment, 2012b). The current public involvement in EIA process in Indonesia is well developed since it becomes compulsory in EIA Process and Environmental Permit Process under the Environment Protection and Management Law No.32 of 2009 (Chen, 2013). There are also public involvements at the scoping process. Furthermore, as the member of EIA Evaluation Commission, public representatives have great opportunity to give suggestion and response to the EIA process (The State Minister of Environment, 2012b).

Regarding these evaluations, it is recommended to the government to make appropriate regulation particularly public involvement procedure in EIA process and new approaches. Furthermore, strengthen the law enforcement in practice to monitor the industrial activities that have significant environment changes. Lastly, the government should consider the adequate selection mechanism of the member of Commission authority to ensure the independency and credibility.
