The Egyptian ancient people had concerned with education and science; the put the first step in human civilization by inventing writing which had a great role to spread education in early period. The preserved their civilization through language and old heritage.(service 2008)

Elsadda (2008) has referred to the Arab human development report published in 2003, entitled “building a knowledge society”, this report emphasis the reasons which stand behind the crisis in higher education, they were summarized in shortage of resources, bad management, decadence in quality of education services, non improved systems; in addition, the absence of democratic culture either in society or in institutions responsible for educational making decisions.(Elsadda 9-13 feb 2008)

The need for establishing a national university has come as a result of raises from national figures such as Mustafa kamed and saad zagloul, the idea behing that was to make this university leads the nation into the modern world and to become a source for enlightenment in the society.(Elsadda 9-13 feb 2008)

In 21th of December 1908, the nation was celebrated by establishing the first national university, which witnessed the attendance of khedive abbas and price fouad, the first president of the university, whom the university was named by his name.(Elsadda 9-13 feb 2008)

In 1914, The university had exposed to financial problems represent in the shortage of fund, and was threatened to close unless princess Fatma esmail donated to the university by money and land.(Elsadda 9-13 feb 2008)

In 1925, the university became under direct supervision from government , and follow the authority of ministry of education at that time.(Elsadda 9-13 feb 2008)
