seemingly endless array of night time distractions in the form of tweets, Facebook notifications,
and texts, while also making time for homework and extracurricular activities. As a result,
many high school students are chronically exhausted, with survey evidence showing that over a
quarter of high school students report falling asleep in class at least once per week (National
Sleep Foundation 2006). This exhaustion can lead to health problems such as depression and
obesity, while putting students at a higher risk of being in a car accident. This level of sleep
deprivation is not only detrimental to their health and academic performance, but also to their
future value in the labor market. High levels of educational achievement are required by high
school students to be able to attend institutions of higher education, where attendance is often
used to assess the value of one 's human capital to the labor market. Therefore, the problems
caused by early starting times in high school could have long-term implications to students well
being. The obvious solution for high school students would be have an earlier bedtime, ensuring
that they get an appropriate amount of sleep. However, research on adolescent sleep habits

This topic is not only the subject of academic conversation in the United States, but has
been and will continue to be discussed in government as policies and laws are proposed.
Although start time decisions are currently decentralized, there are many who feel that this
decision should be made at the state level. In 10 states, including New Jersey, California, and
Florida, legislation has been proposed to help ensure healthy start times for high school
students(What’s the big deal). In this context, the empirical data provided by economic studies
will be highly relevant to decision makers in the discussions to come. As a conclusion to this
proposal, I believe that writing about the causal effect of high school start time on academic
achievement is highly relevant to educators and parents who will need to be well informed.
