Police misconduct is a widely recognized problem throughout the law enforcement agencies. The set amount of training a cadet, wanting to be a police officer has to go through is suppose to set them up in the real world out on the streets. However, this is not always the case, real world dangers and factors come into play. Sometimes the training an officer receives before being sworn in is not enough to prepare them for what he or she may encounter. Citizen satisfaction with police encounters is a product of the congruence between individual expectations of service and the perceptions of the actual service rendered (Brown). The term ‘misconduct’ or ‘corruption’ is not always an obvious offense to an individual. A general idea of misconduct performed by an officer is: sexual misconduct, prisoner mistreatment, traffic violations, evidence manipulation, and unauthorized disclosure of information (Gottschalk). To try to counter balance the police misuse of power the civilian oversight model was created.

...vement. We have the police who disagree, and the public who agrees with the ability to get involved with the overseeing of police misconduct. I believe the civilian oversight model is a great method that was developed because it allows for civilians and officers to work hand in hand together to overcome a situation. Although law enforcement agencies are against the model there are ways to ensure a better opinion of the model. The training of oversight staff and volunteers can make sure that adequate individuals are chosen to hold position in the model. Oversight systems can require that a department supervisor attend hearings, and be called to answer questions about the department’s policies (Finn). Altogether, the law enforcement department and the public are moving towards a better correlation together with the civilian oversight model in effect.
