The Ministry of Education (MOE) and Ministry of Community Development, Youth and Sports (MCYS) play the pivotal role in shaping the pre-school sector. In the early days before 2003, all pre-school centers including childcare centers that cater to children below two years, maintain their own care and education goals. For licensing purposes, they are to follow the guidelines provided by the MCYS (Sharpe, 2003). This resulted lack of standardize curriculum in the pre-schools level. One of the obvious issue arise from such setting was that it created a numeracy and literacy differences among children when they enter primary school at the age of seven. To address some of the issues, a steering committee was setup in 1999 to review the quality of Early Childhood Education (ECE) in Singapore. The area of focus from the committee comprises of pre-school center licensing, training, curriculum and research.

The people involved in the development of this KCF includes early childhood education professionals both locally and internationally. It also includes feedback and suggestions from various Institute of Higher Learning and Training Agencies organization as well as principals and teachers from the various kindergartens, child care centers and primary school in Singapore. The development approach was a combination of both top-down and bottom up approaches where the top-down is from MOE, which stated the overall broad goals, aims and objectives for the curriculum. The bottom-up is useful feedback and suggestions contributed by the various principals and teachers.
