For any new undertaking into EDMS implementation it is recommended that the organization establish a pilot plan. An area or department which would benefit from EDMS can be used it as the pilot. In addition, the organization should select a department that wants to participate, as trying to impose a pilot on unwilling and therefore uncooperative employees may hinder the effectiveness of the pilot plan. The main idea is to choose a manageable area within the department of choice and refine the practices and procedures before going company or enterprise wide. The organization will also use this time to determine how best to configure the various EDMS products to meet unique requirements. Of most importance is to configure, not change the way in which people work. The EDMS product set should be both highly configurable and extendable and in most cases will contain a superset of the functionality the organization will require. The following is not meant to be a complete procedural list, as it is meant to be indicative of the major parts of any EDMS project plan. This project plan can be considered a top level approach. A project manager following Project Management Institute (PMI) standards should be hired in order to establish a complete set of project management standards. This will most likely provide a better chance of success in the areas of time, costs, and desired results. Executive approval is the first step. If the project manager does not have the approval and buy-in of senior management, the organization will be wasting time, money, and other resources. The selection of the pilot area needs to be established as both needy and willing and one which can demonstrate immediate benefits of an EDMS implementation. At this stage, all the EDMS components are installed, configured, extended, and tested. A date is set for the ‘go live’ date and the existing ‘old’ data is captured and processed by the conversion program/process. The converted data is validated, signed off, and adjustments are made if necessary. The final fruition of all the stages for the EDMS project is complete and is time to roll it out and go live. The now fully trained users begin using the system. At this point, team members should be aware that daily meetings for the first week. then weekly for the next three weeks, and then again in three months time may need to be included in the budget in order to review progress and to see how well the EDMS meets the organization's objectives.

As stated in the case, these organizations were at different levels of project management maturity, including two of them that were “clueless” about project management. As their goal was to implement an enterprise project management methodology, training in project management represent the first step in this endeavor. It will also help them to create a general and common understanding of what project management is and how it should be implemented, as the other tow companies that knew and implemented project management, exert their implementation in a different way.

Even though EPD operates in an uncertain environment, yet in terms of management and organization, it is similar to Allentown that participates in much of more certain and stable OEM businesses where Allentown had technological advantage and capital requirements have prevented serious competition. The division has differences between functions in structure, goals, time horizons and personal orientations of people. Market planning as a function has been eliminated due to cost cutting, and Product Development is working on projects similar to those of corporate R&D.
EVM control the projects, yet dependent on a project’s effective plans. About EVM we know collectively from these research works. Firstly EVM contributes to project planning then secondly EVM contributes to project control and EVM contribution to project management processes, all these processes are believed to positively influence project performance. This is a EVM contribution to project success.
To ensure Tektronix's success, the ERP implementation was divided into five manageable sub-groups: (1) Financials, (2-4) Order Management/Accounts Receivable (OMAR) in the three divisions, and (5) the global rollout. Within the sub-groups, additional waves were created to ease into the system. For both the Financials and OMAR, Tektronix decided to implement the new system in the United States first. Though the ultimate goal was for location to be irrelevant in the system and processes required for an order to be completed, it was important that the company see the added-value of the implementation as it proceeded.

Secondly, Change Management has provided valuable experience and taught us many lessons though, given the nature of the pilot and the relatively simple requirements of the two-part pilot, it mainly focuses on the technical performance of the system, without regard to the possibility of the advanced functionality provided by the EDRMS.
An electronic document management system (EDMS) is a computer-based system used to track and store electronic documents and/or images of paper documents, electronic documents, and other knowledge used by the organization. According to Johnston and Bowen (2005) EDMS is "…an automated system which supports the creation, use and maintenance of paper or electronic documents and records for the purposes of an organization's workflow and processes" ( p. 133). This paper familiarizes the organization executive and information technology (IT) teams about the purposes for which EDMS is used, describes the key functions supplied by EDMS, and assists the organization to successfully implement and maintain EDMS. An EDMS includes record keeping functionality and the management of documents of informational and evidential value. The scope of an operational EDMS includes multiple elements. These may include documents, records, methods, procedures, tools, knowledge, means, and persons with which an organization operates and fulfils its requirements to preserve evidence of its activities, maintain its memory, and preserve its knowledge. Migrating to an EDMS is more than installing new hardware and/or software. The organization must be aware that not only executive support is vital, but the end user's involvement and buy-in is of critical importance as well.
Because the EFQM Excellence Model did not work optimally for us, we switched to a more hands on approach: DMAIC improvement cycle technique.
