The advancement of the United States as a multicultural nation has also created the evolution of public administration. The introduction of new cultures, race, and ethnic diversities has created adjustments to the creation of public programs and services. In particular, affirmative action is the single factor that is stimulating public programs and services relating to racial and ethnic diversity. There isn’t any area in public administration which is not influenced by policy and laws governed by affirmative action.
Affirmative action is defined as the body of laws and policies, which decrease the effects of discrimination. The intention of Affirmative action is to establish an equal opportunity for individuals, which have previously conflicted with prejudice. The eligibility of affirmative action is based on race, ethnicity, and gender. In addition, affirmative action policies are established to create employment and educational possibilities for both minorities and women. In fact, there are some companies, which require an affirmative action plan. However, this rule only applies to businesses, which employ over 15 individuals or conduct federal contracts. Businesses that fall into the criteria are required to write and abide by this plan. In order to measure effectiveness, the affirmative action plan must follow particular goals and preferences established to balance irregularities in ethnic, racial, and gender populations of an organization. Neglecting to follow the rules of affirmative action could lead to the loss of government contracts or worse.

Affirmative action is a label for a large range of programs, but all of these methods began for one reason: as a way to fight racism. The policy of affirmative action was created to promote equal opportunity in the workfield, however the policy has its own issues as it has produced lots of controversies since its inception. In particular, opponents of Affirmative action argues against the real effects of affirmative action and skeptical whether societal disparities in employment opportunities and incomes were simply the outcome of socioeconomic labelling, hence the effectiveness of affirmative action to address the disparities was also brought into questioning. Moreover the policy is also controversial in that it does, to a certain extent, exert discriminatory racial tension because it discriminates against non-minority groups. Therefore this essay will discuss some of the issues related to the controversial policy as well as explore some of the underlying causes of the policy and assessment of some of its measured benefits.
Subconscious prejudices, self-segregation, political correctness, reverse discrimination, and ignorance all wade in the pool of opinions surrounding affirmative action and racial animosity. With racial tensions ever present in this country, one might question whether the problems can be solved by affirmative action.
Affirmative action or positive discrimination can be defined as providing advantages for people of a minority group who are seen to have traditionally been discriminated against. Racial diversity is a desired concept that intends to secure the right of equal opportunity that is promised to all citizens of the United States. Such an idealistic vision has been attempted through a process called affirmative action. As a program created from the 14th Amendment, affirmative action aims to impose “equal protection of the laws” by requiring schools to adopt a quota for the enrollment of minorities. This program is intended to compensate for the centuries of discrimination that minorities have faced, but affirmative action has became problematic as it has failed to do this. Affirmative action is not the solution to ensure equal opportunity for minorities to access higher education. Although affirmative action has increased diversity in selective schools, it defeats its purpose because the resulting diversity is not equal representation of the nation’s communities , the process has led to reverse discrimination, and the education standard has been lowered in the selective schools.
The Affirmative Action Law was formed as a solution to the long history of animosity towards minorities, and to eradicate the segregation between minorities and majorities. The program certainly aided many of disadvantage people living in the United States. The Affirmative Action encouraged many individuals, particularly, women, and group of people that belongs to different ethnic groups to have hopes and dreams due to the fair chance that were being given by the program. However, even though the Affirmative Action Law’s aim is to provide equal human rights for all the citizens of the United States, there will always be a group of people who will oppose, because each individuals’ have different notion and needs.
The issue of affirmative action has been a controversial one since its inception. The law was developed during the 1960’s as a result of the civil rights movement and the need to address injustices committed against minorities throughout the United States history. There were multiple attempts to correct the inequities between the majority and the various minorities including the 13, 14 and 15th Amendments. The Civil Rights Act of 1964 allowed for the creation of the Equal Employment Opportunity Commission (EEOC) to create rules to end discrimination. Affirmative action came into being with the executive order 11246 issued by President Johnson. The Civil Rights Act and President Johnson’s executive order have been updated throughout the years to address gender, disabilities, age and other characteristics that could be considered discriminatory.

The need for affirmative action was a concept noticed in 1865 during the passages of the Civil War amendments. During those years our country was still practicing in slavery and wrongful treatment of the black race. While blacks were being forced to comply to the rules of slavery, many individuals were denied their rights to food, clothing, shelter, employment, education and many other wants and/or needs. Similar acts such as these over time lead the law of affirmative action. Over the years, affirmative action plans and policies continue to merge to further in the efforts of benefiting the equality among historically disadvantaged ethnic groups as well as women. From our past to our present many people who are equally qualified and in need of jobs, services, assistance and/or necessities are denied due to their gender, race, religion, and/or ethnicity. Acts of discrimination are not just associated with employment but extend to educational opportunities, housing needs, contracting for small and large business and other public services.
