الجدول(6-2) مراحل تطور حاضنات الأعمال Source: Euro Med Innovation and Technology Programme www.medibtikar.eu, Damascus, Syria, 9th - 11th August, 2009: p:41 حاضنات الأعمال أداة للتنمية الاقتصادية على المستوى العالمي والعربي والمحلي أزداد الاهتمام بحاضنات الأعمال على المستوى العالمي و حتى العربي والمحلي ، وذلك لان التجربة أثبت وخلال أكثر من عقدين من الزمن أنها أداة لإنعاش و تنمية الاقتصاد. أشارت الإحصاءات إلى أن عدد الحاضنات في بداية الثمانينيات كان لا يتعدى (400) حاضنة, أما اليوم فقديوجد أكثر من) 7000) حاضنة أعمال في العالم (NBIA, 2012)، 1400 حاضنة في الولايات المتحدة و(900) منها في أوروبا، (1000) في آسيا، (21) في الشرق الأوسط (Mubaraki, 2011 )، واُعتبر مركز صناعات باتافيا في ولاية نيويورك الأمريكية هو أول ظهور لفكرة حاضنات الأعمال عام 1959(NBIA, 2012). أما عمى المستوى العربي فإن مصر تعتبر أول دولة عربية تقيم حاضنة تكنولوجيا تابعة لوزارة الصناعة وذلك في عام (1999)، تلتها مملكة البحرين، فقد قام بنك البحرين للتنمية عام (1999)، (Shalaby, 2007). إما على الصعيد المحلي فقد تأسست أول حاضنة أعمال عام 2003، وذلك لتنفيذ رؤية جلالة الملك عبد الله الثاني، وتحت أشراف المجلس الأعلى للعلوم والتكنولوجيا ويعود ذلك لأسباب التالية (H.C.S.T, 2014): دفع عجلة الاقتصاد الوطني من خلال مساعدة الرياديين على تأسيس مؤسساتهم الصغيرة في مجال تكنولوجيا المعلومات والاتصالات، وذلك من خلال احتضانهم في المبنى الخاص بها، توفير الخدمات المساندة في التخطيط الاستراتيجي، التمويل، التسويق، ودراسات السوق، توفير المكاتب المؤثثة وشبكات الانترنت إضافة إلى توفير البيئة الملائمة للرواد بما يمكنهم من تطوير أفكارهم إلى أعمال ناجحة. العمل تحقيق النمو الاقتصادي من خلال إنتاج شركات ناجحة قائمة على أسس إدارية ومالية صحيحة، الأمر الذي يؤدي إلى توفير فرص عمل لأبناء المنطقة. السعي وراء حصول الرواد على التمويل اللازم عن طريق الاستفادة من علاقاتها مع الجهات الاستثمارية ... ... middle of paper ... ...من قبل صانعي القرارات . وحرصاﹰ من الجامعات الأردنية الحكومية والخاصة على تنفيذ توجيهات جلالة الملك عبد الله الثاني بتحقيق النقلة النوعية في المستوى التعليمي, وحرصاﹰ من وزارة التعليم العالي أن يلعب دوراﹰ أساسيا وجوهريا في رفد السوق المحلي بالكفاءات المؤهلة للنهوض بالاقتصاد المحلي, وذلك من خلال خلق بيئة تحاكي البيئة العملية داخل الجامعات الأردنية بتبني فكرة حاضنات الأعمال الجامعية, والتي هي آلية من آلاليات المعتمدة لدعم المشاريع الصغيرة والمتوسطة الناشئة، فهي مؤسسة قائمة بذاتها، تتمتع بالشخصية الاعتبارية، وتوفر مجموعة من الخدمات والتسهيلات للمنظمات الصغيرة لتتجاوز أعباء مرحلة الانطلاق، ويمكن أن تكون حاضنة الأعمال مؤسسة خاصة أو مختلطة أو تابعة (رحيم, 2002). تم أنشاء حاضنات الأعمال في الجامعات الأردنية الرسمية والخاصة, في الجامعات الرسمية جامعة اليرموك والأردنية, والجامعات الخاصة جامعة الأميرة سمية وجامعة فيلادلفيا, سنورد ملخصاﹰ حول حاضنات الأعمال في الجامعات الأردنية:

To be a successful entrepreneur, there are steps that one must follow when starting a new enterprise. These steps are termed as the process of entrepreneurial which is the systematic method of preparation of an enterprise that consists of four steps. Corporate Entrepreneurship can be seen as the process whereby an individual or a group creates a new venture within an existing organization, revitalizes and renews an organization ,or innovates. Zahra’s(1986) definition of corporate entrepreneurship suggests a formal or informal activity aimed at creating new businesses in established firms through product and process innovations and market developments,whereas sathe(1985) defines corporate entrepreneurship as a process of organizational renewal. Corporate Entrepreneurship has emerged as a much needed ingredient contributing towards the growth of any organization under a changing business environment.
