He refused and that is unethical because Upton did not stand a chance to even be proven guilty before he already terminated from his job that according to the case has been a member of for multiple years.
With the ethical issues stated above, there are possible alternatives to these concerns that can alter the decision-making process of the managers. First alternative that could have altered this situation is for the police chief to have kept information from the social worker disclosed to the police force only. By having done so would have kept the young child’s private information from being released to a third-party as well by Charlie being an officer, with these ramifications, the case could of been investigated from within the police force and Mr. Bell influence could have kept out of this particular situation. According to Cooper’s text on the objective responsibility of public administrators is to pass along as much information possible before amending a decision. As a leader, the chief is supposed to discuss this situation among his lead officers, investigators and Charlie Upton himself before immediately involving an outsider.
Instead the chief based his decision-making subjectively on what he feels is best and not follow protocol. Practically, the chief could have also just addressed Charlie directly when the information was first brought to the chief’s attention before disclosing this information to Mr. Bell, which results to an unfair and or unjust moral value as it led to Charlie being judged about something that has not even been proven yet...

As well Mr. Bell would have not been extreme as to go as far as not giving Charlie his separation pay because his involvement would have been least if the chief would have handle matters from within his organization and the same for the media prematurely exposing at the time an open ongoing case. As administrators it is important to always act within the role of being responsible and ensuring that just and fair actions are produced for the good of the order and for citizens well-being, not for personal interest.
