Another suggested solution would be the decentralization of Hong Kong, in the sense of adding a new Central Business District outside of the current one. This would shift the concentrated movement towards the current CBD to another location, alleviating both above and underground congestions. Ideally, this would cut the traffic by almost a half in the current CBD, as it would be divided into two separate areas. The solution also has other advantages, such as creating new jobs in the newly developed CBD, and providing more monetary revenue for the economy of Hong Kong. The location chosen to be the new CBD was Shatin.
Why Shatin?
The MTR has five new projects planned to be undertaken in the next few years. Out of these the Shatin to Central link and the Guangzhou – Shenzhen – Hong Kong Express are important for the suggested solution. The Shatin to Central link project is divided into two parts, first it will expand the Ma On Shan line from Tai Wai to Hung Hom and connect it to the West Rail Line forming the “East West Corridor”. The second part of the project is connecting the East Rail line, also from Tai Wai to Admiralty, forming the “North South Corridor”. [1] The East West Corridor line will be able to interchange to the North South Corridor lines in Tai Wai and in Hung Hom, while also being able to interchange to the Kwun Tong line in Diamond Hill and the newly developing station Ho Man Tin. The North South Corridor line will be able to interchange to the East West Corridor line in Tai Wai and Hung Hom, interchange into the Kwun Tong Line in Kowloon Tong, while also being able to interchange to the Island Line and the Tsuen Wan Line in Admiralty. This means that making Shatin into a new CBD would only increase the flow of people and possibly cause as much, or even more congestion that already exists in the current CBD. To deal with this, just as mentioned before, the workers would be encouraged to live in Shatin to reduce as much traffic as possible. The two countries I have chosen to compare are China and Canada. Their systems of government are very different and have different powers and rolls in their country. Canada has a system of government very similar to our own. While china's government appears to be similar as well, but it is quite different. In 1950, only 13% of China’s population lived in cities (Seto, n.d.). Post 30 years, one hundred-million people moved to large cities from rural areas in China. This migration was considered the largest migration in human history. To compare this migration to western cities, the example of Shenzhen is used. For a Western city to have a population of three million to increase to ten million, it takes about a hundred years. 30-year old city, Shenzhen on the other hand made this population increase in just a decade (qtd. Caughey and Dawn). Today, over 53.7% of its population lives in cities; by 2020 it is projected that a whole 60% of the population will live in cities (Xinhuanet, 2014).

Hong Kong has developed a way of improving mobility and accessibility while reducing car dependence and deferring the need for further road and parking expansions. For the TRL to become more popular to the public, its performance in terms of waiting time, travel time, transfer time,etc. must satisfy the public needs. It must also be financially sustainable, with affordable fares and still maintain high quality. In Hong Kong, the transit system provides complete coverage to all of Hong Kong. The walking time, in Hong Kong, between the passenger’s starting point and the location of boarding are an estimated four minutes.

The High Speed Two is a high speed rail that is of very high profile within the UK right now. The project is to update the current rails as well as gaining better punctuality of service, less crowded trains and an increase of business travellers as well as a reduction in carbon emissions. The project is designed to update the rail network between London and the North West of England initially with the intention of expanding further north. The reason for this report is to evaluate three variation requests made to the High Speed Two project. The three requests are, first, a variation to the original route to take in more of Oxfordshire, second is to add a station in Madeley and third is a change of supplier. The expansion into China’s market, which is crucial to establish greater network to stay advantageous over its competitors, also requires higher air-traffic capacity. Yet, under the existing two-runway operation, the airport will be saturated by 2020 that would lead to great economic losses without further expansion (AAHK 24).
