Purpose
The purpose of this manual is to provide individuals and organizations with the tools for producing culturally competent community outreach. The manual will focus on individual development, organizational development, and community involvement to reach a higher level of cultural competency.
What is Cultural Competence?
It is important that culture and cultural competence be defined broadly and not sticky limited to race and ethnic groups. Organizations should move beyond traditional definitions to include all diverse individuals in our society.

The effects of culture can be seen in organizations, workers and community members. On the organizational level, culture may affect the organization’s policies, values, and expectations. It may also affect the organization’s views and attitudes towards their workers and members of the community. Furthermore, culture affects the worker by influencing their beliefs, values, and attitudes. A worker’s culture may affect how they respond to coworkers, authority members, and consumers. Workers might have personal biases or fall back on stereotypes when interacting with other individuals. Similarly to workers, community members also have their own cultural beliefs, values, and attitudes. It is important to remember their behavior might also be influenced by culture. Although workers might be knowledgeable in certain areas, not every individuals experience is the same. Workers should be open to respectfully asking questions and learning from others. Active listening is a key component to becoming more culturally competent. To take full advantage of the learning process, workers will need to step outside of their comfort zone. This might involve leaving what they know behind and learning new ways of thinking, feeling, and acting. In today’s society where an abundance of resources exists, social workers are often the entry point for people to access services. Therefore, it is imperative for social worker professionals to have a clear understanding of themselves in relation to the client from a cultural perspective. While the social work profession has always focused on social justice and oppression, it wasn’t until the civil rights movement that there was a conscious shift in the social work pedagogy to focus the social service practice on race, racism, and training the workforce in cultural competences. I realize that understanding of the culture that the people I work with are the key to successful intervention and outcome. Being sensitive to individual’s culture and acquire adequate knowledge about their cultural background enhance the productivity of the interaction I may have with a client that could be family, individual, community or organization. Understanding of one’s cultural background could also prevent and minimize employing biases which potentially harm the clients I work with. In view of this, I have learned that before I engaged in any activities with individual or group I should take the time to understand the cultural backroad of the person to get insight on what is acceptable and not in that culture. Furthermore, I have learned to identify and utilize one’s strength as a tool to aid the change processes the client and I desire for. Due to the dynamic nature of people’s culture updating myself to the emerging changes in a different culture would be one of the area of continued learning I am focusing. For instance, in the contemporary US society, I can see how the immigration brought several people with diverse culture to the US general population structure. Considering this I have been convinced to be knowledgeable and culturally competent to effectively address the needs of people I will work with in different setting.
It is important to include cultural issues in the helping process to be more effective. We also need cultural competence because the U.S. is becoming more diverse. Therefore with diversity comes different beliefs, norms, and values. Eurocentric values dominate sciences and began cultural universals which puts the clash of dominate and non-dominate cultural behaviors in motion. In 1996 the NASW Code of Ethics increased the recognition of cultural competence. It is important to know diversity exist within ethnic and cultural groups because social workers need to know that relationships between helping professionals and clients may be strained. The reason for this is because they must value diversity to start with and understand the dynamics of difference. Striving for cultural competence is a long term process of development. The literature on cultural competence is theoretical and conceptual. They have not been evaluated in a systematic way. Roughly there are 2 million Native americans in the U.S. Which survive decimating disease, over-repressed in child welfare system, suffer from health problems, and are among the poorest people in the United States. Humans start to expose to culture the day they are born and they learn cultural values through their everyday life interacting with the people and environments around them.
