Introduction:
The Climate Change Department was established by the Ministry of Water, Land, Environment and Climate Change in 2012. A committee was established to advise the Minister as well as a Climate Change: Policy Framework aimed at promoting understanding/cooperation and oneness on the issues.

Having related what Mr. Daley has said, might be a fair juxtaposition of not all organizations/Government agencies in Jamaica, however he spoke of upcoming policy framework and strategies that will seek to make gender mainstreaming a reality.
Plans, strategies and framework of the Ministry going forward: Suggestions/Recommendations:
With regards to suggestions, I would implore that the Climate Change Department be given a intellectual boost, in installing critical thinking, analytical and bright minds from the Nation’s premier institutions. The University of the West Indies, Social Sciences Department among others works in tandem with the Climate Change Department; however graduates should be employed to take Climate Change initiatives from the theoretical framework to practicality.

Climate change is a growing issue with the rise in industrial, commercial, and personal usage of energy. The burning of such things such as oil, coal and natural gases create toxic pollutants called “greenhouse gases.” The largest and most prevalent of greenhouse gases is carbon dioxide. (Overview of Greenhouse Gases). The wasteful history humanity has exhibited is deadly to the progression of our Earth. There are many things humanity can do in order to delay the inevitable warming of our planet and to prevent human-generated effects. Knowledge on the subject can significantly increase the awareness and subsequently improve the outcome of a global effort put forth by society. All that needs to be done, is to recognize our impact and how we can make a difference.

The facts relevant as of 2004 are still true in the year 2015. While many companies and individuals have learned to contribute to helping our plant go greener, the dangers of the climate change are still a pressing issue supported by scientific evidence. IFAD (2014) contends that PLUP is a “process that results in a land-use plan or several land-use plans for a given goal, objective or set of objectives” (p. 1). It is an interactive and integrated process to realize high levels of participation in land use planning projects and most importantly, to provide the local community with greater control over the process of development. Its role is to bring actors together for the purpose of developing a common vision and to agree upon a way forward – as part of this, tenure security could be improved. In particular, it provides an opportunity for marginalized groups to take part in the project development process. Moreover, PLUP provides information and direction to the concerned community and to decision makers to optimize the productivity of the land and resources, to develop infrastructure and services, to protect the environment and biodiversity and to establish appropriate governance and administrative systems.
