Climate change is not a theory contrary to what many individuals believe and is in fact confirmed by major scientific agencies such as the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA) in the United States. Global Warming causes are mainly due to greenhouse gases that are trapped in the atmosphere and cause depletion of the earth’s ozone layer. Carbon Dioxide is a greenhouse gas, and although it is a necessary component in our atmosphere as it helps plants perform photosynthesis, too much of it causes ozone depletion and therefore climate change. Carbon Dioxide levels in the atmosphere have increased tremendously after the industrial revolution, which indicates that the major cause of this issue is due to anthropogenic activities.
The issue presented in this paper is how one can aim to reduce the amounts released, and what the best ways to solve this problem are. This has been long debated amongst scientists, businessmen, Industry-owners, and politicians amongst many other eminent figures in society. Global warming is a scientific, political, and controversial topic. Some believe it is catastrophic, a slow moving killer hiding in the shadows. Others do not even think twice about it as they race by in a Hummer. Global warming is the gradual increase of temperature throughout different climates. It is caused by the greenhouse gas effect in which greenhouse gases, like methane and carbon dioxide, reflect sunlight back and forth. This reflected ultraviolet light bounces between the earth and the ozone layer and becomes trapped, resulting in a gradual rise of temperature. The purpose of this paper is to review the Department of Energy's (DOE) programs and recommend future directions for US policy to address President Obama's desire to save our planet from climate change and reduce reliance on oil (Roberts, Lassiter, & Nanda, 2010, p 4). The context of this review is following the 2008 election of President Obama and the enactment of the American Recovery and Reinvestment Act (Recovery Act) in February 2009. This paper will evaluate the effectiveness of the measures implemented by the Act and compare their effectiveness with an alternative strategy of implementing a carbon tax, then make a recommendation on which strategy would have achieved the President's aims in view of the political, economic and environmental situation that he faced.
There are a number of measures that have already been shown to have a positive effect on the environment and, if we redouble our efforts, could help to reverse the situation. I believe that, while it is true that there is a lot of negative news to this situation, there are many positive and effective actions that can be taken to restore a lot of what we have lost, or are in danger of losing. Consequently, a number of feasible measures can be implemented which will go a long way in slowing, stopping and, over time, reversing some of the harm caused. Initially, and perhaps the most important, is that we need to tackle the problem of carbons in our atmosphere. Consequently, if CO2 emissions are cut or drastically reduced, this will in turn help to reduce the level of greenhouse gases meaning that further global warming will diminish. (Climate Change Evidence and causes, 2013:33) This can be done in a number of ways. By continuing to develop new, greener technologies, cars and traffic in general will become cleaner, emitting fewer exhaust fumes and releasing less carbon into the air. This is already being done. At the recent UN climate-change conference in Doha, some 37 countries agreed to abide by legally-binding emission reduction measures. (Figureres C, 2012) We have seen the development of more efficient engines and hybrid models that use both petrol and electricity. Electric-only vehicles are also becoming more popular and new designs that are powered by solar energy are coming onto the market. While most of the Western world countries have generally accepted the premise that man's chemical emissions in the atmosphere can and are affected by the world’s climate patterns, in the United States, the issue has become so politicized with many republicans challenging the science behind the theory. Global warming is a greenhouse effect whereby gases are trapped on the earth’s surface causing it to heat up (Maslin 14). It is based on the worldwide temperature records that have been maintained by human beings through their activities since the 1880,s. In addition, global warming is not only caused by human activities only but also through climate changes in solar radiance. The problem is that, humans continue to contribute to the global warming phenomenon. All citizens should work in reducing human activities that cause global warming and also support the development of nuclear power. Scientists deem that, global warming is mainly caused by human activities which accelerate the natural process by creating greenhouse gases in the atmosphere. Human activities have become a great contribution to the greenhouse effect and this means that climate changes are inevitable. They further argue that, if these activities continue and are not reduced, it will lead to more trapping of energy radiated from the earth and this will likely lead to extreme weather and global warming. Although Al Gore has proven to be both a capable politician and philanthropist, he has no credibility in regards to the scientific field he seems so concerned to inform the public about. Interestingly enough, some of the mistakes our esteemed presenter made were crucial details that weaken the anthropogenic global warming argument. In the film, Gore mistakenly asserts “that in each of the last four interglacial warm periods, changes in carbon dioxide concentration caused changes in temperature” (35 Inconvenient Truths: The Errors in Al Gore's Movie) . In reality it’s the opposite, because temperature is the factor that affects carbon dioxide levels. “Carbon dioxide,” Gore asserted, “is pollution.” That statement not only proves to be misleading, but also ignorant. Carbon dioxide is a food source for plants and a source of natural nutrition. Plants take in this carbon dioxide and in turn release oxygen, a component that all living species, including humans, breathe. In fact, “well-managed forests, such as those of the United States, are growing at record rates [due to] the extra carbon dioxide in the atmosphere [, which] is feeding the trees” (35 Inconvenient Truths: The Errors in Al Gore's Movie). If one were to look at the concentration of carbon dioxide throughout the span of Geological Time, one would notice that carbon dioxide levels were significantly higher than present levels. Global Warming has occurred in the distant past as the result of natural influences. Now the warming predicted to occur is a result of increased emissions of greenhouse gases. Greenhouse gases include water vapor, carbon dioxide, methane, nitrous oxide, and ozone. Ever since the dawn of the Industrial Revolution at the end of the 18th century, fossil fuels have been used constantly, slowly changing the planet’s atmosphere. According to Mann, “the preindustrial level of CO2 was 280 parts per million (ppm)” (N. pag). He predicts that at current rates, we will reach 560 ppm by the end of the 21st century. To make matters worse, Mann states that 450 ppm is dangerous as it will cause an increase in Earth’s average temperature by 2 Celsius. He recommends taking measures to keep CO2 at less than 405 ppm (N. pag). Mann takes note that in 2013, the value managed to reach 400 ppm (N. pag). Global warming has become a world wide issue and an issue that is causing great controversy. It is an increase in the earth's atmospheric and oceanic temperatures widely predicted to occur due to an increase in the greenhouse effect resulting especially from pollution (Dictionary). Global warming is a natural process, but because of increase in certain activities this process is taking a faster and more dangerous route creating global problems. Global warming was first theorized in 1894 by Jean Baptiste Joseph Fourier a French mathematician, who noticed the earth was gradually increasing in temperature. He came to the conclusion that the earth’s atmosphere was trapping solar radiation caused by the sun and reflecting this radiation back to earth (History of Global Warming). This theory by Fourier became known as the “greenhouse effect”. In simpler terms the greenhouse effect is where the temperature rises because the sun’s heat and light is trapped in the earth’s atmosphere. In the past one hundred fifty years the average global temperatures have taken a sharp turn upward. The 20th century’s ten warmest years all occurred in the last fifteen years. Also the 20th century was the warmest globally in the last 600 years (Global Warming and Carbon Dioxide, 3). Effects of this increase are the melting of glaciers, rising sea levels, more frequent heat waves and droughts, and heavy rainfall. The burning of fossil fuels such as coal and oil are a main source to why the greenhouse effect is being enhanced and likely contributing to global warming (Global Warming and Carbon Dioxide, 4).
