This is an excellent way to show that as a human race we are constantly looking for a mode of perfection but that mode is never there because we can never find it. What we can do is to get as close as possible to the ideal situation. This ideal situation should mean that there is some form of Pareto efficiency in the system and most people stand to benefit. If the value system allows for the existence of some classes to gain more than others this will create inequality. In such a case the government will always try to change policies to make the shift. But then the problem is that sooner of later another class will prevail of the current ruling classes will continue to hold some positions of power that will allow them to keep their economic prowess. The value system is to bring in diligence and efficiency into the system of governance but it is highly unlikely that the ruling masses will provide for this result as they would like to keep power with themselves.
The 1991 reforms was a typical situation when the government had to undertake choices that were not necessarily pertaining to the original structure of the first independent structure of India. We made a structural change in our economy. We were no longer the socialist welfare oriented state that we were at the inception. We had now moved to a new form that allowed us to think beyond welfare and on the lines on consumerism and growth that the capitalist society generally granted for its citizens. This new ideology integrated us with the new world order in the post cold war era. We were now a part of the order where welfare was secondary and was supposed to be provided by private players. This was a move that enabled us to get away from the clutches of the Licence...

This allows for the citizens to be accustomed to the new changes without any major upsets. This is the crafty value that is inherent in our government but as the saying goes, you cannot make an omelette without breaking a few eggs. In most cases the omelette is a long term interest of the state and if eggs continue to remain they will just become rotten. Therefore there is a need to forgo short term interests for the future goals. If the state has to do this slyly then so be it. Here I do not suggest that the state should necessarily take up an authoritarian position, but merely that sometimes there is a need for the state to get its way. This might involve displeasing some percentage of people but nonetheless there is a need to take this stance.
