students are not proficient in the English language and speak a language other than English at home (Greene, 1998). This idea, the use of two languages in schools, by teachers, students, or both, for a variety of purposes educational or socially, is not exactly novel (Greene, 1998). The bilingual education system was first legally
introduced in Ohio in 1839. As the first state to adopt the bilingual system, it authorized German-English instructions (Greene, 1998). As time progressed, the Bilingual Education Act was finally passed during 1968. During this era, educators and political leaders were developing programs of compensatory education, providing special help for poor or other students with special needs (Ratte, EH. (1968). The act followed by providing federal funding, encouraging local school districts to integrate native language education (Ratte, EH. (1968). Bilingual education has and is practiced in several different forms, in many countries, for years.
It is essential to understand that not all programs identified ‘bilingual’ are the same. What is of real importance is how the languages are used, are they simply used as translations to the students ' and teachers or to commove a students’ academic growth (Ratte, EH. (1968)? The bilingual program is constructed in several different ways.

When all is considered, it is estimated that between 60 and 75 percent of the world is bilingual (James (1981). Therefore, bilingual education should be encouraged, not only for the benefit of one 's self, but for the benefit of the society, in preparing students for viable communications in an ever globalizing world, accelerating students academically, and maturing our generations mental and social enhancements. Linguistic assimilation is rapidly growing, more than ever reorder in U.S history (James (1981). With a bilingual background, we as a society can contribute to each others cultures, bilingual education broadens our knowledge, allowing us to learn about the cultures and ethnicity that surround us. Now more than ever, American needs multilingual skills to restrengthen nationals security and advance in a global economy.
