The Sheffield Village Fire Department is located in North East Ohio (Lorain County). The Village of Sheffield is a growing community with 3,982 (Bureau, 2010) residents and a large commercial and light industry base. An estimated 161,540 vehicles daily travel through the commercial and mercantile base, as well as interstate 90 with an Interstate exchange located in close proximity to Lorain Community College campus (ODOT, 2014). This causes a significant daytime population increase. The total square mileage is 10.84 square miles. (Bureau, 2010)
The department is a combination fire department, (a majority of full time employees with part time employees that supplement our staffing levels). Sheffield Village moved to a full time paid department in the year 2000. Currently there are three shifts of five firefighters on duty, rotating 24 hours on duty followed by 48 hours off duty. The department utilizes part time fire fighters to fill in for open positions when a full time employee takes time off. Management allows only one part time employee to work per shift to maintain consistency in service, and allows only one full time employee to be off at any given time. The summer months create significant time off requests for vacation and ATO (see appendix 1 for a table of the months of year most time off request are made).
The total compliment of the department stands at 15 full time employees and 1 Chief. This level is set by Sheffield Village Ordinance, along with the fulltime compliment of 15 full time employees the village also retains, on average, eight part time fire fighters. During this research paper, we will compare the various types of schedules that exist in the fire service, weighing pros and cons vs. our current 24/48 rotation. Recommendations for a possible schedule change will be made. An evaluation will be made as to whether changes can actually make a significant positive impact on employee’s family and personal life, as well as increasing on duty job satisfaction, which may lead to increased employee retention for a fire department.
Also taken in consideration are the requirements needed for the department to maintain a safe and adequate response for the residents. Included in the discussion is maintaining our shift minimum staffing of four full time fire fighters on duty at all times.
