The New York City Fire Department’s opportunities are to increase diversity and to improve fire prevention and safety education. Increasing diversity is considered an opportunity because it will continue to advance and support initiatives in the recruitment, retention and promotional advancement of men and women of diverse backgrounds in the fire protection, emergency medical services and as the civilians who work in headquarters division. The variety of differences between employees in an organization is workplace diversity. These do not only include differences such as race, ethnic group, gender and age. Personality, motivations, passions, experiences and talent are other forms of diversity employees have to offer. A top priority of the department is to continue to expand its successful efforts to diversify its uniformed workforce through its recruitment unit and various recruitment programs. The percentage of young men and women of diverse background entering the Fire Academy has been increasing steadily. The department’s latest recruitment campaign was tremendously successful, with minorities representing 38% of those who passed the written Firefighter’s examination. The most recent probationary Firefighter class graduates represent the most diverse class in the history of the Fire Department with 35% minority representation. Allowing their employees of diverse backgrounds in the fire protection, emergency medical services and as the civilians who work in headquarters division to express their view points, grants the opportunity for a larger pool of ideas and experiences to choose from. The Triangle Shirtwaist Fire not only affected the city of New York, but also the rest of the country. It forever changed the way our country would look at safety regulations in factories and buildings. The fire proved to America what can and will happen if we over-look safety regulations and over-crowd buildings. Unfortunately, 146 lives are taken before we fully understand this concept.
At 2215 hrs, on November 28, 1942, Fire Alarm Headquarters from Box 1514, situated at Stuart and Carver streets, received an alarm. When the responding apparatus arrived they found a small car fire at the corner of Stuart Street and Broadway. After the fire was extinguished the firefighters were about to return to quarters when their attention was called to smoke emanating from the Cocoanut Grove Nightclub a few doors away. Upon their arrival at the entrance of the Broadway lounge on Broadway they encountered numerous people leaving the premises admidst the cries of “fire”. The chief in charge immediately ordered that a third alarm be sounded from Alarm Box 1521 which the alarm was received by fire alarm headquarters at 2223 hrs. A civilian sent an alarm that was received at 2220 by fire alarm headquarters. As soon as the chief in charge realized that the immediate problem was one of rescue he ordered that a fourth alarm (received at 2224) and a fifth alarm (received at 1102) be sent. The apparatus responding was comprised of 25 engine companies, 5 ladder companies, 1 water tower company, 1 rescue company and various other apparatus. 18 hose steams for cooling purposes and three ladders were utilized (located at Piedmont, Broadway, and Shawmut for venting operations).

Despite having grown and evolved into a full-service, career emergency response organization, the Bolingbrook Fire Department has never followed or developed a strategic plan. This report would change the fire service forever and still to this day have a great impact on the way things are done in the fire service. Kelling and Bratton believe the police played an important role due to a number of ideas that were implemented within the police force in the early 1990s. The appointment of Bratton to police commissioner and Jack Maple to deputy commissioner and that of Rudolph Giuliani to Mayor of New York saw their idea of order maintence policing being implemented. They had an idea of policing that had been applied to the New York subway system and they had seen it work to lower crime rate in the subway (Kelling, Bratton, 1998). Bratton had also being exploring ways of improving policing through leadership, management and administration and had some changes to make when he took over the New York Police Department (NYPD) in 1994 (Kelling, Bratton, 1998). He had also tried and tested these organisational methods with the transport police department.
