Public Administration, as a field, had always captivated me right from my undergraduate days. I believe my curiosity for this field comes from my family. Both my father and my uncle were politicians. During my early days, I used to go to my father’s office where I had a great chance to observe different kinds of people with various jobs and interests. This was the first time I learned how mutual interests bring people together. When I understood how public relations work naturally, it forced me strongly to study and comprehend the complex theory of politics. After finishing high school, I made up my mind to pursue a career in Political Science. For this reason, I was enrolled to Istanbul Bilgi University’s Political Science program. After having completed my Bachelor’s Degree, I decided to excel in this field by completing a Master’s degree. I wanted to continue my career abroad. Therefore, I made a detailed research and ended up going to the United States because of its worldwide reputation in academics. My initial research showed me that Southern part of United States would be most education friendly due to social, climate and financial reasons. Besides, a field like Public Administration requires one to be involved in a more diverse environment as it is any government’s job to provide service to its citizens from diverse background. Grambling State University, with its diverse environment and friendly atmosphere was the most suitable one. Due to this reason, after completing the English as Second Language Program of ELS center in Ruston, I applied to Grambling State University. Since starting high school, I knew my passion was to become an engineer, but I wanted myself to have additional options to choose rather than merely walk a linear line I wanted to test my abilities and see precisely how much I can handle. Therefore, I started filling up my high school schedule with AP and pre-AP classes, not because I wanted to show them off for future universities that I plan to go to like my classmates but just for the sole purpose of seeing how much I can handle and keep on going. Although my grades started falling below par I did not give up and started looking wherefore I could do next, and my perception fell on taking dual credit classes during my summer break and get a head start on my academic career. Subsequently to that summer, I applied for an early college high school program for my concluding two years of high school and got in.
In conclusion The policy-making process is complex, loosely coordinated process that goes through many steps to still fail in the end. The policy making process consist of four stages: Legislative, Administrative, Implementation, and review stages. All of which are important to the success of a policy. If at any level something is missed an entire policy could fail. As public Administration grows a field of study, bureaucrats will be able to provide their expertise at the various stages to ensure successful implementations of policies in the public and private sectors

Two years ago, I was writing my letter of intent for my application to the Master of Public Administration (MPA) with a concentration in Healthcare Administration revealing my failures, and most significantly, that I lost my passion and didn’t know where to start. I also conceded that I was relatively unaware of the field of Public Administration (PA). Little did I know, examining PA theories would enable me to connect the final dots in the big picture of my life, where I came from, who I’d come to be, what choices I’d made, the relationships I nurtured, and my dreams and desires for the future. Although confidence came slowly and awkwardly, I discovered my desire to contribute to the advancement of public health policies. I am writing to express my interest in continuing to the Doctoral program in the School of Public Administration at the University of Nebraska at Omaha (UNO). I am absolutely interested in the commitment to the advancement of knowledge, and confident my experience in higher education and academic research will contribute to my successful completion of the Ph.D. program, in the specialization area of public policy.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good. The National Association of Public Administration has identified four pillars of public administration: economy, efficiency, effectiveness and social equity. The civil service profession was founded on the belief that through the use of public funds, government would deliver efficient and effective services to its constituency in a just, fair, and equitable manner that advances the public interest (Klingner, Nalbandian, & Llorens, 2010). The studies of policy and administration have been viewed in different ways; overtime, the pre-modern era to its now 21st century outlook has changed. In the beginning, kings had treasures and tax collector to oversee the daily business of the empire. Today these members are public servants working in all levels of government; implanting various inputs to produce their desired policies as results. New policies in public administration spurred from the peoples dissatisfaction with the government. From corruption, favoritism and self-preservation drew the attention of change; leading to the innovative ideas of Alexandra Hamilton, who pushed for a stronger federal government.
If one was to look at the political administration dichotomy, in theory only elected officials should be the ones who decide the public policy, since they are decision makers, but once the policy is made by the elected officials then the policy implementations. Furthermore, administrations are the responsibility of the bureaucrat with whatever they do. In practice, the bureaucrat is involved in implementation and formulation, in which they have the expertise and the knowledge on the subject. The question then is should bureaucrats be involved in policy formulation? This is structural and difficult to draw a line between these two functions. This paper will look at whether or not Bureaucrats should be involved in policy formulations and if what is stated in theory is actually practiced in reality. It will be argued bureaucracy should be involved in policy formulation in order such policies run smoothly.
