The Women, Infant and Children Supplemental Nutritional Program was brought into legislation to provide supplemental food and nutrition to women of a lower income who are pregnant, breastfeeding, and postpartum and children under age 5. WIC has a goal of increasing healthy birth outcomes of women from lower incomes. WIC also wants to improve health of eligible participants during times of important growth and development in infants and children. WIC provides participants with milk, whole grains, iron fortified cereals, and fruits and vegetables. WIC provides approved supplemental nutritious food, nutrition educations and referrals to health and other social services. It is administered through approximately 47,000 authorized retailers and 90 state agencies.
In the 1960’s issues of women and their children of lower incomes succumbing to malnutrition started to arise and attract political attention. Children were suffering from malnutrition at an increasingly alarming rate. Women were at a comparative disadvantage and were not able to afford the important supplemental foods to ensure a proper diet for themselves and their children which can cause health issues. Malnutrition can cause developmental problems in a child’s brain causing learning difficulties. There were already food programs that were offered by public schools, because it was believed most children would receive all meals eaten from school, but this left out younger children who were not yet in school. “In 1995 estimate that the cost of caring for an infant weighing less than 2,500 grams at birth averages $15,000 in the first year, almost eight times more than the cost of caring for an infant weighing more than 2,500 grams. The Supplemental Nutrition Assistance Program (S.N.A.P.) is a federal program founded in 1964, with the purpose of reducing hunger and malnutrition in the United States. Low-income families and individuals that qualify for this federal assistance can buy food every month in the form of an electronic benefit transfer (EBT). These EBT cards are similar to debit card; cardholder’s recipient can use their cash benefits or buy eligible food at most stores and retailers. Over the years S.N.A.P expenses have dramatically increase. S.N.A.P needs reform due to the never-ending of the amount of waste, fraud, and abuse.
Throughout the years, social welfare policies have been created, reauthorized, and amended. Social welfare is all social interventions intended to enhance or maintain the social functioning of humans. Many programs have been created through social welfare policies to ensure people are having their needs met. The Supplemental Nutrition Assistance Program is one of those programs that were created from the Food, Conservation, and Energy Act of 2008 that was designed to meet the needs of people.

There are many policy issues that affect families in today’s society. Hunger is a hidden epidemic and one major issue that American’s still face. It is hard to believe that in this vast, ever growing country, families are still starving. As stated in the book Growing Up Empty, hunger is running wild through urban, rural, and even suburban communities. This paper will explore the differing perspectives of the concerned camp, sanguine camp, and impatient camp. In addition, each camps view, policy agenda, and values that underlie their argument on hunger will be discussed.

What is WIC? Where does WIC originate from? WIC originally started as Special Supplemental Nutritional Program to protect the health of low-income woman, infants, and children up to the age of 5 who are at risk for poor nutrition. WIC was created as a two year program in 1972 by an amendment to the Child Nutrition Act of 1966. The program was geared to improve the health of pregnant women, breastfeeding mothers, infants and children in response to growing concerns over malnutrition among many poverty-stricken mothers and young children. In 1974 WIC was functioning in 45 States, the first location was opened in Kentucky in January 1974. In 1975 WIC was established as a permanent program by legislation P.L. 94-105. The eligibility was also extended to non-breastfeeding women and children up to the age 5, before this extension WIC was providing services to breastfeeding mothers and children up to the age of 4. In 1978 legislation added new elements to the program: nutrition education must be provided, the supplemental foods should contain nutrients found lacking in the target population, and have relatively low levels of fat, sugar, and salt, and states needed to coordinate referrals to social services including immunization, alcohol and drug abuse prevention, child abuse counseling, and family planning. SNAP formally known as the Food Stamp Program, SNAP provides help to 46 million people each year. WIC is a supplemental nutrition program that woman who qualify receive when pregnant, this benefit is limited from child’s birth up to up to 5 years after their child is born. Mother receives milk for the baby as well as nutritious items for herself like milk, cheese, cereals, juices, and vegetables. Before the advent of penicillin, in 1930, infant mortality was common. Without access to birth control and health education, poor couples often bore more children than they could adequately feed. In contrast, modern families are far more educated about birth control, sanitation methods, and have access to health care and antibiotics, even if it is only acquired at the emergency room. With better living conditions and a greater sense of personal security, the population exploded, and the availability of fast food has permitted people to consume high-calorie, nutrition-poor food to the exclusion of almost anything else. But this is only the beginning of this systemic issue.

Malnutrition has lifelong implications because it severely reduces a child’s ability to learn and grow to their full potential and leads to less productive adults, ill performance and wastage of government resources.
