“Homeless is more than being without a home. It is tied into education needs, food, security; health issues both mental and physical, employment issues, etc. Don’t forget the whole picture.” (“Boxed In” 2005 pg. 108) Throughout my research I found there is a real cry out for action on providing more affordable house not just locally but throughout the country. There needs to be more funding available to build more gear to income or subsidized housing and all levels of government need to take action. Homelessness has different meanings to different people; someone who has never been homeless might think homelessness is a person who lives on the street, in a tent or in a box. Many people don’t realize that there are a number of homeless people, who couch surf with friends, family or the ones who live in motels which are unaccountable in the numbers of homeless people. People including families with children, seniors, single parents, youths and those that are single are living in accommodations that are below standards and consider themselves as homeless. In my experience as a real estate sales representative, I have looked at many rental properties that are owned by people that are commonly known as slum lords. These units are in disrepair with leaks, mold, mildew, holes in walls, ceiling and poor floor coverings. Many people are afraid of pushing these issues to have repairs done as they might lose their shelter or their rent could be increased. There are people living in a rooms in a house, that are also at risk as they don’t realize they are not protected under the tenant act so the owners can remove them from their shelter without notice. Although most people know what homelessness is and it occurs in most societies, it is important to define because the forces of displacement vary greatly, along with the arrangement and meaning of the resulting transient state. The Stewart B McKinney Homeless Assistance Act of 1987 defined a homeless person as “an individual who lacks a fixed, regular, and adequate night-time residence or a person who resides in a shelter, welfare hotel, transitional program or place not ordinarily used as a regular sleeping accommodation, such as streets, cars, movie theaters, abandoned buildings, etc.” Resent surveys conducted in the U.S. have confirmed that the homeless population in America is extremely diverse and includes representatives from all segments of society, including: the old and young, men and women, single people and families, city dwellers and rural residents, whites and people of color, employed and unemployed, able workers and people with serious health problems. The diversity among people that are homeless reflects how difficult it is to generalize the causes of homelessness and the needs of homeless people. Robert Rosenheck M.D., the author of Special Populations of Homeless Americans, explains the importance of studying homelessness based on subgroups, “each subgroup [of homeless people] has unique service needs and identifying these needs is critical for program planning and design.” Despite these diversities, homelessness is a devastating situation for all that experience it. Not only have homeless people lost their dwelling, but they have also lost their safety, privacy, control, and domestic comfort.
The Quarters housing project is one of the newest housing options designed and marketed for students to open in the Iowa City/Coralville area. It offers luxury amenities in an apartment style housing complex. In a city plagued by high housing costs, our group wanted to analyse the effects of this new student housing development in terms of sustainability. The Quarters project is also not without a bit of controversy. The development group that owns The Quarters bought out a low income housing complex and replaced it with expensive, luxury style student housing and in the process displaced many low income families. If you do not already know what homelessness means, it is someone who is not able to live in a stable residence because of financial or psychological problems, so they are forced to live on the streets or put themselves on the streets, because they feel it would be a better fit. Homelessness in Canada is a very large and concerning issue because of the growing population.
This great nation of awesome power and abundant resources is losing the battle against homelessness. The casualties can be seen on the street corners of every city in American holding an ?I will work for food? sign. Homeless shelters and rescue missions are at full capacity. There is no room at the inn for the nation?s indigent. Anyone who has studied this issue understands that homelessness is a complex problem. Communities continue to struggle with this socio-economic problem while attempting to understand its causes and implement solutions. The public and private sectors of this country are making a difference in the lives of the homeless by addressing the issues of housing, poverty and education.

This assessment suggests that there is a shortage of housing assistance and that communities need to focus on providing for housing in all budgets, as well as providing preventative measures for those that are homeless or at risk of being homeless.
Since the mid-1970s, affordable housing has become increasingly difficult to find. This is because Americans are being asked to contribute more and more or their paychecks to their rent and when they become homeless it is difficult to get themselves back into affordable housing. It has been reported that “A full-time worker earning minimum wage cannot afford a one-bedroom unit priced at the Fair Market Rent anywhere in the United States. Nationally a full-time worker must earn $18.32 per hour to afford a two-bedroom apartment at Fair Market Rent.”(National low-income Housing Coalation 2010) Today, our federal minimum wages contributes to our increasing homeless population, while even if you work fulltime making $7.25 isnt even enough to get you off the street. The American dream is hard to find. In most cases, the dream includes a home. For many Americans who financially struggling to feed themselves, having a roof over their head is nearly an impossible task. As our government has progressed in the twentieth century, aid has been given to homeless families in the form of basic housing. Low income or subsidized housing has grown immensely I the past few years. The debate is whether subsidized housing is a free home or a free ride. The subsidized housing program should be used as assistance and not a crutch.
However, there is a new meaning to homeless today. This paper will show what is considered as homelessness and why many people become homeless. All people that are homeless do not live on the streets. Homeless people can be someone who stays with a friend or a family member, someone living in overcrowded conditions, someone living in poor conditions that affect their health, someone living away from their loved ones because of certain conditions. People that are in temporary housing are considered homeless.
Homelessness has been a problem in the United States for centuries. When an individual thinks of a homeless person, most likely the image of an old male of any race wearing ragged clothing and carrying a cardboard sign comes to mind. Surprisingly, according to the National Center on Family Homelessness, a typical sheltered homeless family is comprised of a mother in her late twenties and two children. The homeless community is very vast and includes 2.3 to 2.5 million individuals of all races. Homelessness can be a result of many factors. Some examples include: deinstitutionalization, mental illness or chronic depression, public assistance benefits failing to keep pace with the cost of living, domestic violence or inadequate income (pg.353).
Later in history, San Francisco’s housing programs and policies were getting different issues and concerns thrown at them, which made the city officials and residents progress and change their behaviors. For starters, in 1996, federal policies changed and about 8,000 affordable housing units were to be converted to market-rate housing, so in response the city created a housing preservation program to help protect them. This housing preservation program has three components: (1) education and outreach to tenants, (2) regulatory and legislative advocacy, and (3) facilitation of private property ownership to nonprofits or cooperative (Rosen and Sullivan, 2014). During this federal policy change, as a nation we lost over 100,000 affordable housing units, but San Francisco lost none. Clearly, this was an effective program.
