WHAT ARE DESCRIPTIVE STATISTICS?
Before we continue the discussion about the basic descriptive data elements that are needed to answer the question I previously posed, it is important to understand what we mean by descriptive statistics. Descriptive statistics describe the features of the data collected. In other words, descriptive statistics describe “what” the data looks like, but it does not tell you why or how data elements interact or influence one another. Descriptive statistics provide a defender with summaries about the data collected and these summaries may be either quantitative or visual. Quantitative descriptive statistics are the sum of data points that are usually reported as total numbers or averages in a report. For example, defender offices can use descriptive statistics to determine the total of open felony cases per attorney in one year or say that on average they had x number of open cases in the last two years. These are considered to be summaries of caseloads that describe the data collected but it does not tell you if a certain variable (number of cases opened in this example) has an influence (or is correlated) with the final outcome of a case. When we say that a variable is correlated we mean that the knowledge of a certain variable (caseload numbers) can allow you to consistently predict the action of another (final dispositional outcomes). For example, if you mix two hydrogen and one oxygen (H20), you get water. We know that every time you have the interaction of these variables, you can statistically infer that this combination of elements (variables) will consistently give us a substance that we call water. Experientially, attorneys, social workers, investigators, and other staff know the difference they make on the lives of people and communities. However, it is difficult to effectively advocate in the budgetary and policy arena when there is little or no data about our systems or their impact on important outcomes. Our inability to measure client outcomes and assess system performance makes it difficult, if not impossible, for the defense community to quantify the social and economic benefits of a high-quality, well-resourced public defense system.

Private prisons have a negative effect on states and local governments. Unfortunately, the number of private prisons has been increasing since their inception in 1983 causing further problems. For-profit prisons offer no real benefits and are bad investments for states. Furthermore, private prisons beleaguer communities with high turnover rates that hurt local economies. The demands of these institutions put an excessive burden on the local community’s infrastructure. Similarly, private prisons strain the county and city legal systems. More often than not, spin-off industries and economic benefits promised by the for-profit correction industry fail to appear. Additionally, private prisons are allowed to cherry pick the least expensive inmates, leaving the more expensive inmates for the state. A number of studies financed by the private prison industry give the misconception that they save states money. More importantly, the need to make a profit is an incentive for private prison industry officials to engage in nefarious activities.

As California continues to struggle meeting budget deadlines, politicians focus on budget cuts affecting education, health care, social programs, and pensions. Part of balancing the state budget requires politicians to review all programs which are state funded; this includes analyzing the costs of “incarcerating people who pose no threat to public safety” (ACLU of Northern California). The overall goal of correctional facilities can be broken down into three main functions which are retribution, deterrence, and rehabilitation of the inmates. Today, there is much debate on rather private or public prison admiration is best to suit those goals. In a private prison the inmates are contracted out to a third party from either local, state, or federal government agencies (Smith 2012). Public prisons are where the government themselves house and supply the inmate’s basic needs with no third party involved. However, a large portion of the argument of private verses public prisons is over, which is best in achieving those goals more efficiently.
This essay will discuss the role of the criminal justice professional in serving both individual and societal needs. It will identify and describe at least three individual needs and three societal needs, in addition to explaining the role of the criminal justice professional in serving each of these needs. Illustrative examples will be provided for support.
