The welfare legislation in 1996 reduced noncitizens access to public benefits. Research indicated that welfare reform has had a chilling effect. Because of this effect noncitizens are not utilizing them because of fear and confusion. The chilling effect also hit the refugees who were exempted from the benefit restrictions for a certain period following arrival.
The United States Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PROWORA) is the welfare reform,this program changed the nations approach toward legally admitted noncitizens . Before this program PROWORA native born citizens, naturalized citizens and legal permanent residents both had equal eligibility for public benefits and services, and few rights and privilidges were denied. The new law barred most new legal immigrants from receiving ford stamps and Supplemental Security Income (SSI), and cash assistance program for the elderly and the disabled. Also failed from receiving means-tested benefits like Temporary Assistance to Needy Families during the first five years in the United States.
Research suggests that PROWORA had numerous consequences for non citizens use of public benefits and economic well-being. The major studies in this area have been conducted by an Urban Institute (Capps et.,2002;Fix and Passel, 2002). Data being used from the 1995 and 200 Current population Surveys, Fix and Passel (2002) found that non citizens use the TANF, food stamps, SSI, and Medicaid declined substantially after welfare reform (1999) campared to before (1994), and that these declines were not attributable.
One subpopulation of non citizens that would be vulnerable to chilling effects is refugees. Refugees were specifically exempted by PROWORA from the benefits restrictions.

In the summer of 1996, Congress finally passed and the President signed the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996", transforming the nation's welfare system. The passage of the Personal Responsibility and Work Opportunity Act sets the stage for ongoing reconstruction of welfare systems on a state-by-state basis. The combined programs will increase from nearly $100 billion this year to $130 billion per year in 6 years. Programs included are for food stamps, SSI, child nutrition, foster care, the bloss grant program for child- care, and the new block grant to take the place of AFDC. All of those programs will seek $700 billion over the next 6 years, from the taxpayers of America. This program in its reformed mode will cost $55 billion less than it was assumed to cost if there were no changes and the entitlements were left alone. The current welfare system has failed the very families it was intended to serve. If the present welfare system was working so well we would not be here today.

The focus and design of welfare assistance programs is with the intent of aiding individuals with their essential needs. Its purpose is not to benefit deceitful individuals seeking handouts. Posed with the question, “Should people on welfare be required to work?” the response from a small group of my closest friends was a unanimous “yes.” Although, this outcome was not shocking, the degree of anger and animosity that the inquiry provokes was very intriguing, as well as the reasons given.

It is not necessarily the most popular form of leadership but, it has been proven successful b those leaders who implement it in their work practices. Servant leaders typically have a strong bond with their team. They are the base and the foundation of their teams.
It is a commonly known fact that a large percentage of Americans are living on and relying on welfare, which is a government program that provides financial aid to individuals or groups of people who cannot support themselves. Welfare began in the 1930’s during the Great Depression. There are several types of assistance offered by the government, which include healthcare, food stamps, child care assistance, unemployment, cash aid, and housing assistance. The type of welfare and amounts given depend on the individual, and how many children they have. There are many people who honestly need the government assistance, but there are also many who abuse the privilege.
Since the Welfare reform law was introduced in 1996 it has impacted American society greatly. The new welfare policy, named the Temporary Assistance to Needy Families (TANF), replaced the Aid to Family and Dependent Children (AFDC) program; they have five known differences that only affect the ones who need the assistance. Critics argue that the TANF has negatively impacted the society while some argue that it has not. Linda Burnham, author of “Welfare Reform, Family Hardship & Woman of Color,” asserts that “welfare reform has increased the hardship faced by many women leaving welfare for work and their movement into low-wage jobs, exposes them to higher level of housing insecurities, homelessness, food insecurity, and hunger.” She also argues that women of color “are especially vulnerable to the negative impact of welfare reform” (38).
Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s proposal of privatized accounts.
The issues surrounding welfare and welfare reform are controversial, political, and difficult to resolve. The debate continues today as to who deserves benefits and who does not. In 1933, President Roosevelt created Aid to Families with Dependent Children (AFDC) as part of the New Deal. This early form of welfare was available to those who could demonstrate a need and the ability to maintain minimal assets of their own. It specifically targeted aid to single women with children. It was a controversial and highly debated subject. Even now, many years later, Congress continues to debate and reform welfare programs. It still brings with it the same intensity, controversy, and conflicting opinion it did years ago.

The United States Government has pumped more than $3.5 trillion U.S. taxpayer dollars into welfare but, ironically, the poverty rate is higher than when they started (Tanner, Welfare Reform). This outrageous amount of money proves that welfare will lead United States into debt. The original intent of current welfare benefits has failed; therefore the national welfare system must be reformed. To fully understand how to reform the welfare system Americans must know what the history of welfare is, illegitimate births’ obvious connection to crime and welfare, how welfare has failed to keep the poverty rate down, the great problem of dependency, and finally what reforms must be made. Welfare reforms will greatly help this Nation become stronger and have a more secure future.
In 1962, President John F. Kennedy raised the current welfare payments and renamed the program, Aid to Families with Dependent Children. Kennedy allowed states to require work in order to receive welfare, but didn’t require it. Welfare recipients are now expected to get a job within the first two years of receiving assistance. It is unclear what will happen when people are forced off of public assistance. In 1998 there was a 3% decline in the poverty level, yet a 35% decline in the number of people receiving public assistance. (Morales, Sheafor, 2000). It is clear that ending AFDC did not solve the problem of poverty in the United States.
An education is best valued when it is used to serve one’s community at a larger aspect- this belief has been imprinted in my judgment from the commencement of my undergraduate study. This persuasion and a natural aptitude for energy science and mathematics induced me that petroleum engineering is the most fitting career for me and developed a sense in my mind that higher study is mandatory to be competent in this field. I desire a master’s degree in Petroleum Engineering followed by a PhD not only because it is the most fulfilling way to exercise my natural talent as a scholar but also it will give me the opportunity to serve my country as she has paucity of researchers in this discipline.
