The Valdez Team
The Valdez Team – a purposefully assembled, seasoned group of business and academic partners with demonstrated expertise and experience in a complete range of engineering, research, and technical activities involving aging structures – is pleased to submit the following proposal for providing such support to the U.S. Air Force Academy and the Center for Aircraft Structural Life Extension (CAStLE). On our team, Valdez International Corporation (Valdez), the prime contractor, is joined by the National Institute for Aviation Research (NIAR), NDE Services, Inc. (NDE), and Strategic Analysis, Inc. (SA). Together, we offer a superior, rich, and exceptionally deep resource for both CAStLE and the Academy. As the following volumes will demonstrate, we possess the technical acumen and expertise, the talented body of engineering and research professionals, and the teaming strengths and processes to meet and exceed the requirements of the solicitation. In marshaling our combined talents and services for this proposal, we affirm our commitment to a greater objective: maximizing the serviceability and effectiveness of a fleet that must support a host of critical wartime and other national security missions.

Conclusion
Members of the Valdez Team and their staffs have proudly played a significant, active role in the impressive, rapid growth of research efforts during the past five years at the USAF Academy, particularly in the Center for Aircraft Structural Life Extension. We have offered outstanding engineering and research support of the highest quality to CAStLE – support now required by this new acquisition – at great value to the Government. In doing so, we assisted both CAStLE and the Academy in providing a service and resource of tremendous value to the greater U.S. Air Force. As a result of this ongoing contribution, we are uniquely poised and experienced to meet the subsequent, continuing demands of this solicitation.
Recommendations include requiring the Douglas Aircraft Company change maintenance and calibration requirements for all DC-8 stall warning systems, improving the fidelity of the simulators in reproducing the stall characteristics of the airplanes they represent, ensure ABX incorporates the revised functional evaluation stall recovery procedure in its FEF program and developing an advisory circular advising aircrew on correct stall maneuver procedures. Additional requirements were for the FAA to identify operations that require special consideration and require special training and operational guidance. They were also to take a more active role in surveillance of FEF programs for air carriers and modify current operating instructions to clarify airworthiness and operational procedural requirements for conducting FEF’s in transport-category aircraft. The Safety Board also reiterated its standing recommendation to present pilots with angle-of-attack information in a visual format and to train them to use the information to obtain maximum possible climb performance.
1)The opportunity for expansion can be very beneficial to any business having the desire to branch out. The task for engineer, De Guzman, is to have a new facility opened and operational within three months. Without having any other confirmed employees of the new facility, three months is not a realistic amount of time in order to have it ready. The goal is to have the facility opened and functioning at three months with employees that are able to do their job at a minimum performance level. It could take months in order to develop employees that will run a new facility in three months. It was once said that, “I know when I was in management I didn’t spend as much time as I should have on the development of my own employees (Lipman, 2017). The amount of time spent on employees will show if the facility is operational at three months.

Systems like advanced unmanned programs and next generation aircraft lend to this effort and will enable the Air Force to contract. The Air Force must also simultaneously find ways to increase resources for other emerging capabilities to include space and cyber. Both reports from the “National Commission on the Structure of the Air Force” and the “Strategic Agility” concept suggest resources for space and cyber could result from shifting more air force aircraft from the active to the reserve component (RC). While a large part of NGC’s strategy is devoted to prime contract development of capability-based systems for the Department of Defense, NGC also provides professional engineering services to provide value to its customers. Professional Engineering Services can be provided by Northrop Grumman in direct support contract or through inter-industry agreements. One such agreement is the participation on a large FFRDC effort known as the MDA Engineering team. This is an organization oriented around providing the best industry knowledge in the missile defense field to assist and guide MDA as it evolves the nation’s missile defense capability.

After testing, Marshall concluded that the gap size was sufficient for both of the O-rings to be out of position. Again Thiokol rebutted Marshall’s claim by challenging the validity of the electrical components used to measure joint rotation. Thiokol believed that their test was superior to Marshall’s test, because it validated their conclusion. This is a fundamental problem know as experimenter’s regress. Since the true solution is unknown, the best test is the one that supports the experimenter’s view. Since this disagreement could not be solved between the two, the O-ring manufacturer was consulted. The manufacturer told the two that the O-ring was not designed for such high project specifications needed for the craft, but NASA decided to work with what they had.
The Texas Rangers are based in Arlington, Texas and play in the American League West in Major League Baseball. Previously the only way to consume Texas Rangers baseball was to attend the game, watch on television, and to hear it on the radio. If you did not live in the Arlington area, were an out of market fan, and the game was not nationally televised, then the fan is out of luck and cannot watch their favorite team play. With the introduction of the internet and social media a fan can consume sporting events in so many more ways. Texas Rangers fans can consume baseball games on television, through the Texas Rangers team site, and through Twitter.
The research reveals some deficiencies in the F-35 program, will not be eliminated right away however does not hinder the absolute potential the F-35 offers. Although the overall program is behind schedule, providing the American people an aircraft that serves as a national asset is critical. One of the major down falls to the F-35 is the financial cost. In a time when budgets are extremely tight, the Department of Defense (DOD) is starring at a 391.2 billion dollar bill for 2,443 aircraft. That calculates to be around $160 million per aircraft. In addition to the staggering cost of the project, the F-35 has come across some very significant production issues. These issues range from simple wingtip lighting issues, to major issues, such as structural stress fractures and engine failures. While the F-35 has been touted to replace most aging aircraft, some believe that it will not be able to perform all of the functions needed for superior Close Air Support (CAS) mission. This argument has been backed up by the fact that the F-35 will rely on the utilization of Precision Guided Missiles (PGMs), a “danger close” range of 200 meters, while the A-10’s gun provides for a “danger close” range of 90 meters, figures that can have a significant impact on how close a weapons system can be employed while minimizing the chances of friendly fire
