“Get out of the car! Get down on the ground now! Get your hands out of your jacket! Stop moving!” The suspect is a Latino male and speaks no English. The officer puts a bullet into the chest of the suspect because he refused to obey. The police officer later finds out that the man was trying to give him his I.D. Was this a justified shooting? In Albuquerque New Mexico, situations like this happen all the time on a regular basis. In fact in the past 20 months, Albuquerque police have shot 20 people, 14 fatally (McKay C1). Are the police justified in self defense or is the police using excessive force and how does this ratio of shootings in Albuquerque compare to other cities in similar size and population?
Methodology
With my research, one can see how this controversy has two very distinct sides, however, what facts that aren’t as evident in my writing fall into a grey area. I conducted my research by mainly shifting through several online journals and newspapers using the database called News Bank. Since this issue is very local I decided that the Albuquerque Journal would be the best source. Most of the journal articles were either supporting the idea of police abusing their power or defending the police’s right to self-defense, however, there were several periodicals that suggest a neutral ground between the two extremes. These articles suggested that it was solely biased on the situation in which each officer was in and to never assume that all situations in which an officer faces the decision to use deadly force will be identical or justified.

Conclusion
Are the police justified in self-defense or is the police using excessive force and how does this ratio of shootings in Albuquerque compare to other cities in similar size and population? The results show the sides of two groups of people that believe they are in the right. The activists against police involved shootings believe that the officers of Albuquerque react to situations with deadly force too often. The supporters of the police force believe that the shootings are higher in Albuquerque because suspects in the area give police more reason to use deadly force. Albuquerque has the highest ratio of population to police involved shootings in six cities of similar size and population.

Police brutality is becoming more and more apparent in the news today because it seems to be occurring more than before. In 2012, the NYPD killed 21 people that year which was an increase by 7 from the previous year (W.A.T.E.R, 1). The numbers are rising in the big cities where more crimes are likely to happen. Toronto isn’t as big as New York City, but it comes to show that police officers are killing more individuals each year. In 2009, in the little city of Cabbagetown near Toronto, two Toronto officers severely beat a man who was allegedly drunk in public. The two police officers were later found guilty of assault causing bodily harm, which shocked much of the public because rarely do police officers get charged after incidents like this. This case ended up bringing up the ethical issue of whether police officers use excessive force on people because they are law enforcements. Police officers seem to usually get away with the actions they do, which sometimes result in death, because they are law enforcements and they’re just looking out for their own safety and of others. I believe that police officers do sometimes use excessive force on people and that they get away with the consequences because they have a free pass because of their job title. To defend this judgment, the arguments that I will use are the statements of both police officers, the test results that proved that the police officers attacked a man who didn’t deserve it, and the decision of the SIU.

Police shootings occur all over the world but are a huge problem within the United States. We continue to hear more and more about them. These shootings are making headlines. Front page news it seems almost weekly. All the shootings go one of two ways.
Discretion is defined as the authority to make a decision between two or more choices (Pollock, 2010). More specifically, it is defined as “the capacity to identify and to document criminal and noncriminal events” (Boivin & Cordeau, 2011). Every police officer has a great deal of discretion concerning when to use their authority, power, persuasion, or force. Depending on how an officer sees their duty to society will determine an officer’s discretion. Discretion leads to selective enforcement practices and may result in discrimination against certain groups of people or select individuals (Young, 2011). Most police officer discretion is exercised in situations with individuals (Sherman, 1984).
Police brutality is hypocrisy; as the police are meant to protect society from harm, not cause further damage and stress. Police should be trained properly so they do not resort to violence and abuse of power. Many cases of police brutality and not sanctioned and are undertaken by a group of police as a form of "mob mentality". Police are placed on a pedestal of authority and respect by the rest of society. To maintain this image, rules and codes of ethics within the police force should be maintained at all possible times. If police are using brutality to resolve issues, it doesn't set much of an example of dispute resolution between individuals. Over the past decade police abuse remains one of the most serious human rights violation in the United States. Police officers are trusted and expected to respect society as a whole and enforce the law. There is a time a place for aggressive force if needed, apprehending a suspect, however the environment and situation might influence the moment thus resulting in the brutal and barbaric behavior from the cop. The important thing to do is to understand the circumstances when excessive force can be used and times where the use of force has to be abstained. The use of force is inevitable as a police officer, many times their own lives or the life’s civilians are at risk when it comes to determine what type of force a officer should use. There are many incidents where police officer have to react in a matter of seconds and has to choose between his own life or that of the individual causing the disturbance. When a Police Officer uses deadly force has caused outraged with the public, stirring up protests and creating a scandal for the police officer and the Police Department. Many do not know when it is right for an officer to use deadly force and what constitutes it, or what happens when the officer does not use the appropriate amount of force that is required to control the situation. Police brutality is one of the most serious human rights violations in the United States and it occurs everywhere. The reason why I chose this topic is because police brutality happens all the time in the United States and still remains unrecognized by many. Additionally, the public should be knowledgeable about this topic because of how serious this crime can be and the serious outcomes that police brutality can have on other police officers and the public. The job of police officers is to maintain public order, prevent, and detect crimes. Holmes from the University of Wyoming, uses the conflict theory to explain why officers go after minorities sometimes causing police brutality. It explains the police’s tension with African American and Latino males. Those minorities are the ones that retaliate more against police officers which causes the officer to use violent force to defend themselves.
Police brutality in America is an immense problem that does require attention from the government. Some officers’ use their power to frightened the society. Many people have been shot by the law force without much reason. One of the victims is Eric Garner, who is married and has six children, killed by a number of police officers.
