Neoconservatism is a political movement firstly emerged in the 1960s, in the United States of America. They gained much more power after cold war and they were dominant in the world politics (especially foreign policy) nearly 15 years. Their foreign policy was mainly based on three ideas which are the usage of military power as a decisive force of the international relations, interest of the Middle – East and seeing the Global Islam as a enemy of the America.
In order to adress this questionThis paper will analyze George H. W. Bush (1989-1993) and George W. Bush (2001-2009) Middle – East policy during their presidencies. Therefore, paper will investigate the role of the USA in the Gulf War. This paper will talk about 9/11 attacks and its influence over the Bush’s Middle – East policy. It’s important because after the 9/11 attacks George W. Bush started to War on Terror process and he decided to invade Iraq in 2003. This paper also explore the consequences of the Iraq war.The first part of the paper will give an information about “who are the neo-conservatives?” and “What are their properties?” . Second part of the paper will discuss the USA’s policies among the Middle East during the Gulf War and Third part will discuss the effect of the USA to the Iraq during the Iraq war.

Shortly before the outbreak of hostilities, UN Secretary General stated that the use of force without Council endorsement would "not be in conformity with the Charter" and many legal experts now describe the US-UK attack as an act of aggression, violating international law. Experts also point to illegalities in the US conduct of the war and violations of the Geneva Conventions by the US-UK of their responsibilities as an occupying power. The section also looks at wartime violations on the Iraqi side.
Conclusion
Both Gulf War and Iraq war had bring great economical and social problems both Middle East region and the United States. Because of the Neoconservative’s aggresive foreign policy many people lost their lifes and they could not (neoconservatives) bring democracy precisely to the Middle East.
