With the primary concern being that of illegal immigrants in flowing into, and residing within the city of Centervale, the following proposal will prove strategic as it will bring to light material regarding what is revered today as the most successful surveillance techniques available. The surveillance techniques of which will be proposed in this memo can be used for vehicle tracking, cell phone tracking, email, background checks, and computer surveillance techniques. While immigration issues tend to plague a myriad of towns, cities, and states, the issue is not one that is conceived as irrepressible; instead, utilizing some, or all of the techniques recommended in this proposal will allow for better prepared local and state law enforcement personnel in an effort to better control illegal immigrants from entering into the city of Centervale.
In conjunction with advised surveillance techniques and tactics, this memo will also serve as a guide of which will address cultural, ethical, and other applicable types of considerations regarding human rights and decency laws while further ensuring the privacy and protection of the citizens of Centervale. Finally, it should be expressly noted that all suggestions provided in this memo are merely that; suggestions, and serve as no personal guarantee of success.

Surveillance Techniques:

As a direct result of innumerable technological advances, surveillance methods of which can be utilized to help address the issue of illegal immigrants and the tracking of such are many.
