Twenty four thousand children each year age out of the foster care system (Fowler, Toro and Miles 1454). Of that number about half of them are African American, followed by Caucasian and then the other minorities. There are many problems facing these children that are placed in the foster care system. Of course the obvious is that they need a place to live while they are under the age of eighteen also that they need love and support from the people that are around them. Another little known problem is that these youths face once they leave the foster care system many find themselves without a permanent housing, housing that they can finally say that it is there’s and no one is going to take away from them. This paper will cover over why this is a problem for them and some ideas from which we can try to make some changes for the better. For years we have had a need to find housing for children that did not have any place to turn to. In recent years our country has taken up the slack for doing this very thing. In the past these children were seen after by mostly Catholic orphanages forced into hard labor and even had to beg for the money, also called alms, so that they could have necessities. These places were run by the priest and nuns that lived on the premises. Often these children had little food schooling or clothing to call their own. The orphanage that was in Galveston in the early 1900s was run by 3 nuns and 2 priest to the 90 children that were housed their. Obviously these children received very little quality time with any adult figure. Now a days it has gotten a little better, while they do not have many orphanages any more and they have been replaced with foster homes. There absolutely need to be some more cultural sensitivity awareness training on the part of not only the Social Workers that make the determination to remove these children from their homes, but also on the part of the government that oversee these different agencies so that this overrepresentation of this certain population will be reduced. The steps needed are classes that will make these workers more aware of what to expect upon entering these homes and how the people that they encounter my be different and how to decipher with more accuracy if the children really are in life threatening danger. All of these this will contribute to the overall mental and physical well being of these children entering and exiting the foster care system.
“About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.
This article describes the similarities and parallelism of the foster system to the prison systems and how they perpetuate and are influenced by each other. It describes how these systems commodify and dehumanize these human beings, especially women who receive long, severe sentences for minor offenses and are thus denied ability to parent their child from behind bars. This, thus, affects the child in the short and long term because these children are taken from their mothers by the state, often put into foster care, in which the state then refuses to take care of these motherless children. This then leads to social workers developing more aggressive and hostile tactics when dealing with these types of cases, because often the children must scavenge the streets in order to survive and become troubled by the social realities they face. Though foster care was originally established to help children who were orphaned, abandoned, neglected or abused, it has also caused problems for children. Agencies often have difficulty providing adequate, accessible, and appropriate services for the families in their care. (Chipungu and Goodley, pp. 76, 2004) This paper will examine the negative impact of foster care on children as a social problem and how it is viewed and understood. Also this paper would point out the key figures and groups that are affected by problem. This paper would analyze past attempts to better the foster care system and current policies that exist to face this problem. There is nearly 400,000 children in out-of-home care in the United States right now (Children’s Right). Just about every day children are being shipped in and out of foster homes and group homes. Most people want the best for children in foster care and decide to take care of them until their parents can possibly recover. The foster care system can have both a negative or positive effect on children, foster parents, and biological parents because of the gaps in the system. Foster cannot not be avoided but the some aspects of the foster care system can be avoided if the missing gaps were filled.
Many potential adopted parents have experienced heartbreak, anguish and other problems that can be associated with adoption. There is an imbalance in the Nations foster care system and the system needs to be strengthening and the quality of services improved.
Addressing the needs of children in foster care has been an issue that has tried to be addressed in many ways. In 2001, approximately 300,000 children entered the foster care system, with the average time spent in placement equaling 33 months (Bass Shields, & Behrman, n.d.). Statistically, the longer a child is in the foster care system, the greater number of placements they will have, and instability increases each year (Bass Shields, & Behrman, n.d). Chronic abuse and neglect is a huge part of the foster care system. According to the Children's Rights website, “Nearly 700,000 abused and neglected children will spend time in foster care in the United States this year.” Many children find themselves being looked after by a social worker, and eventually into the arms of a new family. The authors of Foster Care Placement, Poor Parenting, and Negative Outcomes Among Homeless Young Adults state that “More than half a million American youth currently [are] in foster homes due to child abuse and neglect,” (Tyler, Kimberly A., and Lisa A. Melander). This is a very terrifying statistic. It’s hard to think that there are that many children in foster care, let alone that over half a million are in the system because of child abuse and neglect. Some have even dealt with abuse before, during, and after foster care (787). Foster care needs to be reformed, especially when it comes to private agencies. Many people seem to overlook the issues embedded within the foster care system; all it does is take care of children, right? Wrong. Private agencies pervert the system with the nightmares they create. Foster children already feel unwanted and neglected because of the abandonment from their birth parents; private agencies provide them with conditions that further solidify their disbelief of care and love. Money comes first in the eyes of these agencies, followed by the need of control. This “control” can easily become abuse. Low educational achievement for foster youth was a pressing concern. A study completed by Ehrle and Geen (2002) using a phone survey of 44,000 foster care providers across the United States found that 55% of voluntary kinship care providers did not have a high school degree, this indicated that may care providers lack the knowledge and understanding to help foster youth be prepared academically. After studying over 1000 foster youth Pecora et al (2006) found, about one third of all foster youth repeated a grade in school. In addition, Vacca (2007) identified reasons that foster youth struggled in the school setting. “Foster youth will typically not have any consistent parent advocacy or representative in the creation and implementation of the educational plan for graduation” (p. 67). With primary and secondary education a struggle for foster youth, it was no surprise that higher education was not something foster youth had been prepared for. In a combination survey and interview study titled “Pathways to College for Former Foster Youth: Understanding Factors That Contribute to Educational Success” Merdinger, Hines, Osterling, and Wyatt (2005) studied more than 200 former foster youth and found that “overall 63.8 percent [of former foster youth] reported that the foster care system did not prepare them very well for college” (p.
This paper will explore the behavior issues and emotional issues associated with children in foster care and the foster care system, as well as touching base on the mental health problems these children can possibly deal with. The National Survey of Child and Adolescent Well-Being (No. 16, 2007) states that about one third of children put into foster care for maltreatment are eventually reunified with the biological parent. This survey also found that African American’s were less likely to be reunified, and in children age seven months to ten years, boys are more likely to be reunified than girls (NSCAW No. 16, 2007). Black children are disproportionately represented in the foster care system. In the most recent Statistical Abstract published in 2011 by the U.S. Census Bureau, Black children accounted for 15% of the U.S. child population in 2009. In contrast, Black children were at almost 30% of the total number of children in foster care for the same year according to the Department of Health and Human Services 2009 Foster Care report. In addition, there are not enough Black families available to adopt these children. Interracial adoption advocates often hail it as a good solution to address these problems. Interracial adoption is promoted as a major step towards an integrated, unprejudiced, and colorblind society. However, instead of healing the wounds of racism, interracial adoption often contributes to racist ideologies and practices that devalue family relationships in the Black community (Roberts 50). This type of adoption is a surface only solution that fails to dig deeper and address the underlying reasons for the disproportionate representation of Black children in foster care and the lack of minority adoptive parents. This deeper analysis exposes a system of that is very biased against the Black community in the adoption industry. Even when it is altruistic, interracial adoption is mostly detrimental to the Black community because it aids in the breakdown of Black families and the dismissal of the root causes of the circumstances that lead to large numbers of Black children needing to be adopted in the first place. Furthermore, interracial adoption has not made any significant difference in lowering the numbers of Black children in foster care.
As of 2014, there were over 415,000 children in the foster care system. Foster care is the raising and supervision of children in a private home, group home, or institution, by individuals engaged and paid by a social service agency (Legal Dictionary, 2016). Foster care is an agency that takes in more than 250,000 children EVERY year. With this many children entering the system every year; the amount of problems on finding the right caregiver for the child increases tremendously. When these problems are created there are many effects that can happen to the child that can last short-term and unfortunately long-term. Fortunately, there are multiple solutions for these problems that everyone can do so that everyone's position is improved. Foster care agencies can create negative situations due to the selection of the caregiver and the plethora, deluge, profusion, surplus, vast, prodigious, immense of problems that are created; however, there are several pathways that either party can take to improve the unpleasant situation and its effects.
