Introduction
Whether the ABC broadcasts content sufficiently diverse to meet their original intent is widely debated among modern media scholars (Alexander 173). The creation of the SBS allowed the ABC to remain unaccountable in terms of their original purpose to provide high quality, impartial and educational broadcasting for a culturally and linguistically diverse audience. It is critical to understand the original purpose of the ABC’s creation, where and how the ABC failed to fulfill this purpose and how the SBS filled the niche left by the ABC’s downfalls. An evaluation of the ABC’s broadcast schedule for the first week of May 2012 will be included to provide current evidence for whether the ABC is fulfilling their purpose. Before we can evaluate ABC’s downfalls and why are in fact downfalls we must first understand what the original intent of establishing the ABC was.
The ABC’S Purpose
The ABC is an independent statutory authority whose role and function is established in legislation (Australian Broadcasting Corporation, 1998). The legislation under which the ABC was establish is the Australian Broadcasting Corporation Act of 1983 also know as the ABC charter, it outlines broadcasting, programming and service requirements that as a whole aim to provide a sense of national identity through high standards of diversified content (Austrain Broadcasting Corporation, 1983). Section 6 of the ABC Charter outlines that the ABC amongst other things must:

Australian commercial television has imported American formats (Bell Phillip, ‘Television’). Even the Australian Logies are becoming Americanised. At the 2005 Logie awards, there were at least two American celebrity guests, CSI Miami actress …… was given a lot of attention at the Logies, because of her famous American celebrity status. The Logie awards which were supposed to be awarded to shows that are produced in Australia, this year awarded a Logie to the OC for the best overseas program. The influence of the American culture on Australian television was clearly evident at the Logies.
Over the centuries, the media has played a significant role in the shaping of societies across the globe. This is especially true of developed nations where media access is readily available to the average citizen. The media has contributed to the creation of ideologies and ideals within a society. The media has such an effect on social life, that a simple as a news story has the power to shake a nation. Because of this, governments around the world have made it their duty to be active in the regulation and control of media access in their countries. The media however, has quickly become dominated by major mega companies who own numerous television, radio and movie companies both nationally and internationally. The aim of these companies is to generate revenue and in order to do this they create and air shows that cater to popular demand. In doing so, they sometimes compromise on the quality of their content. This is where public broadcasters come into perspective.

Taras examines the commitments and values of CBC with the Canadian government and the citizens. He looked at a particular case of when CBC clashed with the government, and how CBC struggled to keep their TV programs running (Taras, pp.4-5). Next he talked about how the media industry is being taken controlled by powerful corporation and claims that PSB have the responsibility to protect the minorities (Taras, p.6). Subsequently, Taras discussed the ups and downs CBC had gone through until this day. Lastly, Taras explores the complex and intimate relationship between public broadcasters and the government; how they take advantage of each other to accomplish their goals. Ultimately, Taras believes that PSB will continue to have an impact in society despite living in a generation of digital media.
Electronic media content can be viewed differently according to personal opinions, but the First Amendment Rights of the United States Constitution lay the foundation for the legal system that is to be followed. These rights form a guide that help citizens have a stronger grasp on what is and isn’t acceptable within the eye of the law. Narrowing down to electronic media content, there has been a rise of tension involving first amendment rights of content regulations. The spectrum scarcity rationale has made it possible to control licensing schemes, along with direct content control to make sure rules are being followed according to the First Amendment. The differences between cable TV versus broadcasting are similar, yet contrasting.
With an understanding of the theoretical links between economic structures, relations of production, and political systems that protect economic structures in society this case study examines media as a contributor to democracy in Australia as well as a business with economic objectives. This section will provide a short explanation of Fairfax media history and position in 2012 prior to explaining Gina Rinehart’s role in the company. A report was recorded over a six-month period about Television shows and daily news broadcasts. From September 1, 1999 through February 29, 2000; The Grand Rapid Institute recorded and viewed a few programs and at the end of the month the Institute tallied up the number of letters sent after a recorded program and it showed how unfair the programs were and how people became a democracy to let them know” (TV News 1).
Censorship in television is a very debatable topic in today’s media and social realms. Nowadays what is considered appropriate by many may actually be considered explicit or unsuitable by the people in charge. Some may wonder ‘who is deemed so highly that they can decide what is and is not appropriate to watch. The FCC (Federal Communications Commission) is ‘responsible for administratively enforcing the law that governs what is and is not appropriate. Within this article I will discuss how the FCC decides what the American viewers are allowed to see.

The differences between the broadcast and cable television network shows illustrate one of the massive complications for content regulation. Each TV channel has an audience, their own individual target audience. Ten News is seemingly aimed at a younger audience, around the ages of 18 - 39, mainly young adults, whereas on the government funded ABC news is targeted at a much older audience 40 - 50 years old. Set presentation is also dictated by the target audience, insofar as that the studio and set are designed to be as appealing to a particular audience. For example, ABC uses a contemporary backdrop, showing the world in a placid blue and the rest of the set being in a pale blue and silver colour combination. The idea of this backdrop is that it shows that not only is ABC reporting local news but that ABC is also in tune with the rest of the world. On the other hand, Ten’s Evening news features a clear image of known locations in Adelaide including the River Torrens. Even how the presenters are dressed is dictated by the target audience and the viewing age.
